ORANGE COUNTY SHERIFF'S OFFICE GENERAL ORDER Effective Date: March 2, 2022  Amends - GO 6.4.12 (November 6, 2019) Number: 6.4.1 2 Distribution: All Personnel Review Month: September Reviewing Authority: SSD/Community Relations Subject: Community Oriented Rental -Property Engagement (CORE) Program This order consists of the following: 1. Purpose 2. Policy 3. Definitions 4. Procedures 1. Purpose The purpose of this policy is to establish guidelines and procedures for the Community Oriented R ental -Property Engagement (CORE) program. 2. Policy In an effort to reduce crime and the fear of crime, it will be the policy of this agency to encourage participation in the CORE program. 3. Definitions A. Community Oriented Rental -Property Engagement ( CORE ) program - A program designed to reduce crime, drugs and gang presence on apartment community properties. B. Coordinator - A Crime Prevention Specialist, or designee, assigned to the Crime Prevention Squad whose responsibility includes management and administrative duties pertaining to CORE. C. Crime Prevention - The anticipation, recognition and appreciation of a crime risk and the initiation of some action to remove or reduce it. D. Crime Prevention Practitioner - A deputy sheriff designated as a Florida Crime Prevention Practitioner (FCPP) by the State of Florida Attorney General's Office. E. Crime Prevention Squad ( CPS) - Squad tasked with teaching crime prevention and awareness, coordinating neighborhood and business watches and creating partnerships with the security industry. F. Crime Prevention Through Environmental Design (CPTED) - a multi - disciplinary approach of crime prevention that uses urban and architectural 6.4.1 3, Page 2 of 6 design and the management of built and natural environments. CPTED strategies aim to reduce v ictimization, deter off ender decisions that precede criminal acts, and build a sense of community among inhabitants so they can gain territorial control of areas, reduce crime, and minimize fear of crime. 4. Procedures A. CORE Overview The Crime Prevention Unit is responsible for the implementation and management of the CORE program. B. CORE Coordinator Responsibilities 1. The CORE Coordinator shall be selected by the Community Relations Section Commander or designee. 2. The CORE Coordinator shall be in charge of: a. Maintaining the Orange County Sheriff's Office CORE internal database; b. Maintaining the CORE website; c. Updating and maintaining CORE forms; and, d. Maintaining a log of all apartment communities contacted about CORE. The log will include the date of initial co ntact, participati on in the program, and date of certification as a CORE property. 3. The CORE Coordinator shall be kept informed and document the progress of participating apartment communit ies in the CORE program. 4. Completion of all three levels should be documented by the CORE Coordinator. C. Prerequisites In order to meet the criteria for a Crime Prevention Practitioner, a deputy must complete the below prerequisites: 1. Complete the basic Crime Prevention Through Environmental Design (CPTED) class through the Florida Attorney General's Office; or 2. Be designated as a Florida Crime Prevention Practitioner (FCPP) by the State of Florida Attorney General's Office. D. Steps for presenting CORE 1. First contact with an apartment community should be done by a Crime Prevention Practitioner. It is preferred that this be made by the Crime Prevention Practitioner who shall be responsible for guiding the community through the certification process. The apartment community manager will be given an Initial 6.4.1 3, Page 3 of 6 Information Pack et contain ing basic information on the CORE program . (A standardized Initial Information Packet will be available on the agency portal.) 2. When meeting with a community manager, the Crime Prevention Practitioner shall: a. Review the CORE program and goals. b. Review and complete the CORE paperwork. c. Register the apartment manager for the next available CORE Managers class 3. CORE Managers class a. An apartment manager wishing to be part of the CORE program must complete an approved four hour CORE Managers class. b. The CORE Coordinator shall verify the manager has successfully completed the four hour CORE Managers class and obtain a copy of the certificate of completion for agency records. 4. CPTED Inspections - Lighting and Landscaping a. Upon completion of the CORE Managers class, a Crime Prevention Practitioner shall conduct the initial property inspection of the apartment community for compliance with the agency's minimum CPTED standards, to include: 1. Adequate security lighting in good working order throughout the complex . 2. Properly trimmed landscaping (2ft -6ft rule) . 3. Inoperable vehicles/vehicles with expired or removed tags. 4. Visible display of the property address from the roadway b. A Site Security Survey will be completed identifying areas for improvement and any recommendations . This survey will be provided to the apartment community and a copy maintained in the sector's Crime Prevention office. c. Upon notification from the apartment community that they are in compliance with the agency's minimum CPTED standards, a Crime Prevention Practitioner shall conduct a final inspection. d. If the apartment community is in compliance with the agency's minimum CPTED lighting and landscaping standards , a CPTED Security/Safety Inspection form will be completed . e.
