ORANGE COUNTY SHERIFF'S OFFICE TRAINING BULLETIN Effective Date: February 11, 2015  NEW Number: 15-2 Distribution: All Sworn Personnel Review Month: October Reviewing Authority: HRD / Training Subject: Expectorant Shield (Temporary Protecti ve Mesh Hood) This training bulletin consists of the following: 1. Purpose 2. Procedures 1. PURPOSE The purpose of this training bulletin is to establish proper procedure s for utilizing the expectorant shield. The expectorant shie ld can protect persons from intentional or accid ental contact with potentially hazard ous bodily fluids . 2. PROCEDURES The expectorant shield is a temporary protectiv e mesh hood for use on subject s where a risk of exposure to potentially hazardous bodily fluids exists . When use d properly, the expectorant shield can reduce the risk of the transmi ssion of bodily fluids by spitting, sneezing or coughing. The mesh fabric netting will cover the arrestee’s head/face area preventing bodily fluids from being exchanged while allowing the subject to breathe without restriction. The following procedure s will apply: 1. May only be applied by a sworn law enforcement officer , or at the direction of a sworn law enforcement officer . 2. The arrestee must be under control and restrained prior to plac ing the expectorant shield . 3. The expectorant shield will not be used on any person who claims to be claustrophobic, is unconscious, vomiting, in respiratory distress or in need of medical attention or is suspected to be a Person in Crisis . 4. Remove the ex pectorant shield from the package and place the expectorant shie ld over the head of the arrestee in accordance with manufacturer guidelines . 5. The arrestee must be visually monitored by the arresting officer during use to confirm the subject ’s safety . Should the arrestee’s airway become restricted , display signs of distress or is unconscious the expectorant shield must be immediately removed and medical attention provided. 6. The expectorant shield will be removed when it is deemed safe to do so or if 15-2, Page 2 of 2 deemed medically necessary . 7. If after removal the arrestee continues attempt s to contaminate others with bodily fluids, another expectorant shield may be applied and monitoring of the arrestee’s condition will continue. 8. Use of the expectorant shield must be doc umented in an inciden t report and/or in the DUI technicians ’ report , if applicable . 9. The expectorant shield is designed for one time use and will be disposed of in accordance with agency policy 4.7.2 ., Exposure Control Program. 10. The expectorant shield will not be used in a punitive manner.
