ORANGE COUNTY SHERIFF'S OFFICE GENERAL ORDER Effective Date: February 22, 2023 Amends - GO 18.1.7 ( August 10, 2017 ) Number: 18.1.7 Distribution: All Personnel Review Month: April Reviewing Authority: HRD / Training Subject: Field Training And Evaluation Program For New Sworn Supervisors (Corporal/Sergeant) This order consists of the following: 1. Purpose 2. Policy 3. Definition 4. Procedures 1. Purpose The purpose of this policy is to provide all newly promoted sworn supervisors with training appropriate to their new position . 2. Policy It is the policy of the agency to provide a training program for all newly promoted sworn supervisors. 3. Definitions A. ADORE – The agency’s automated training documentation program used during training periods one , two, and three to track the supervisor trainee’s progress. B. New Sworn Supervisor Training Program Check -Off List - positional information and responsibili ties that are explained to, and performed by, the supervisor trainee. C. Newly Promoted Sworn Supervisor Training – Administered through PowerDMS for all newly promoted sergeants and corporals. D. Phase One – will consist of two training period s (4 weeks) during which the supervisor trainee is evaluated by their training supervisor. E. Phas e Two – begins at the completion of Phase One and will continue for a period of 20 weeks, during which the supervisor trainee is evaluated by their immediate supervi sor. F. Phase Three – begins at the completion of Phase Two and continues up to the one year anniversary of the supervisor trainee’s promotion during which the supervisor trainee is evaluated by their immediate supervisor. G. Supervisor Trainee – A probationary sworn supervisor or recent transferee from another division that has not completed the agency’s New Sworn Supervisor Training Program. 18.1.7, Page 2 of 5 H. Training Period – A two -week time frame consisting of 80 work hours. The number of work days may vary d epending on shift and assignment (e.g., UPD = 7 work days, Court Security = 10 work days). I. Training Supervisor – A non -probationary sworn supervisor who is a qualified training officer or appointed by the Division Commander or Section Commander to train a sworn supervisor trainee. 4. Procedures A. Required Participants 1. All newly promoted supervisors . 2. All newly promoted Sergeants who have not participated in this program prior to such promotion unless promoted from a position as a Corporal in the Uniform Patrol Division and specifically exempted by the appropriate Division Commander . 3. All supervisors newly assigned to the Uniform Patrol Division may be directed to participate by the appropriate Division Commander or Section Commander . B. New Supervisor Training Program Structure 1. Program Administration Administration of the New Sworn Supervisor Training Program is the responsibility of the Human Resources Division – Training Section/ Field Training and Evaluation Program (FTEP). 2. Program Parameters The New Sworn Supervisor Training Program will consist of the following three training phases. a. Training Phase One for Sergeants/Corporals - consists of two training periods. During these two training periods the supervisor trainee is assigned to a supervisor trainer . The supervisor trainer shall train the supervisor trainee daily to determine the progress of the trainee. 1. Phase One -Training Period I a. During Period I the supervisor t rainee shall be assigned to the training supervisor’s squad. b. The training supervisor shall ride with the su pervisor trainee who shall be operating in a solo capacity while being monitored by the training supervisor. c. The supervisor trainee shall be evaluated daily by the training supervisor. d. The supervisor trainee’s progress shall be entered into the ADOR E program by the training supervisor and reviewed at the end of each shift. e. The training supervisor shall conduct any remedial or additional tr aining required to prepare the supervisor trainee to assume command of their squad. This 18.1.7, Page 3 of 5 extension period will include a two week time frame consisting of 80 work hours. A total of up to two extensions can be provided during their training. If two extensions are utilized and the supervisor trainee has not shown the expected competency level after the completi on of the allotted extensions, a memorandum to the Uniform Patrol Division Commander will be generated outlining the deficiencies. f. The New Sworn Supervisor Training Program Check - Off List must be initialed and dated daily. The training supervisor should attempt to explain and practice as many categories as possible during this training period. 2. Phase One - Training Period II a. During Period II the supervisor trainee will be assigned to the training supervisor’s squad . b. The training supervisor shall ride with , or closely monitor , the supervisor trainee who will be operating in a solo capacity. c. The supervisor trainee will be evaluated daily by the training supervisor. d. The supervisor trainee’s progress will be entered into the ADORE progra m by the training supervisor and reviewed at the end of each shift. e. The training supervisor will conduct any remedial or additional training required to prepare the supervisor trainee to assume command of his/her squad.
