Subject: Lesson Plans
This Training Bulletin establishes the format and process for lesson plan development.
1. Definition
A lesson plan establishes the purpose of instruction, sets forth the performance objectives,
relates the training to critical job tasks, identifies the matte rs that will be taught, and
specifies the method of testing or evaluating students.
2. Procedures
A Lesson Plan template and Lesson Plan Submission Memorandum template are posted
on the portal under the Training Section . Each lesson plan submitted to the Training
Section will include the following in digital format :
A. Preliminary Information
1. Course Title
Specific title of instruction.
2. Subject
General statement of area of instruction.
3. Instructor's name
Add secondary instructor if applicable.
4. Date prepa red
5. Length of training (Hours)
6. Required training aids and equipment
List all equipment necessary to conduct the instruction.
7. Hand -out material
List all material and attach a copy of each to the Lesson Plan.

10. Student perfor mance objectives

12. Evaluation Method
13. Copy of any video footage to be used.
14. Copy of the presentation (if applicable) , handout material, references, tests,
and other relevant materials on a compact disk or other digital format .
B. Lesson Approach
1. Course Objectives
A broad, general statement that identifies the focus of the class and defines
what information the instructor plans to present.
2. Student Performance Objectives
Specific learning goals related to critical job tasks that sho uld include the
following:
a. Identify what the student will be taught.
b. Establish how the student will demonstrate what he/she learned.
Student Performance Objectives describe how the instructor knows that
learning has taken place. They must be identi fiable, measurable, and
observable. When describing objectives, the instructor should u se active
verbs like demonstrate, discuss, perform, or complete and a void ambiguous
terms like know, understand, or comprehend.
C. Lesson Development
1. In all trainin g programs, instructors should strive to select the most
appropriate techniques or methods with which to communicate the course
material. These may include the following:
a. Media or audio -visual aids
b. Reading materials
c. Machinery/equipment/tools
d. Bulletin boards
e. Graphs
f. Simulation techniques
g. Panels
h. Seminars
i. Debates
j. Field trips
k. Role-playing
l. Lectures
m. Case studies
2. The lesson plan will contain the content of the training and specific
instructional techniques. The developme nt of the lesson plan should confirm
that the subject to be covered in training is addressed completely and
accurately and is properly sequenced with other training materials.

1. Using the student performance objectives as a guide, se lect the type of
process needed, to include.
a. Written tests
b. Practical exercises
c. None / Q&A overview of course
All tests will be administered in accordance with GO 18.1. 4.
2. Participants shall evaluate each course of instruction by completing a Course
Evaluation form.
E. Approval and Documentation
1. Instructor s shall submit each lesson plan to the Training Section C ommander
for approval, including any revisions or changes to any existing lesson plan.
Lesson plans will be approved prior to instruction taking place.
2. The Training Section shall retain a copy of each approved lesson plan along
with any supporting material and attachments .
3. All formal training presented to agency p ersonnel must have an approved
lesson plan.
