ORANGE COUNTY SHERIFF'S OFFICE SPECIAL ORDER Effective Date: November 2, 2012  Amends - SO 112.0 (April 22, 2011) Number: 112.0 Distribution: All Personnel Review Month: March Reviewing Authority: SSD / Community Relations Subject: Police Athletic League (PAL) This order consists of the following: 1. Purpose 2. Definitions 3. Procedures 1. Purpose The Police Athletic League (“ PAL”) is a non -profit organization whose mission is to provide athletic, recreational and educational programs fo r at-risk youths by using law enforcement officers as coaches, mentors, instructors and role models to influence children to avoid crime, drugs, gangs, violence and truancy. The purpose of this policy is to establish guidelines for the agency’s PAL Unit, which participates in PAL activities in the unincorporated Orange County as directed by the Sheriff or designee. 2. Definitions A. Executive PAL Board Liaison – the Community Relations Section Lieutenant or designee oversees the day -to-day operations of t he PAL Unit and serves as a liaison with the Orange County PAL Board. B. Orange County PAL Board – a body of elected members who jointly oversee the activities and functions of the Orange County Police Athletic League, Inc. C. Police Athletic League (P AL) Unit – members of the agency whose primary responsibility is to participate in PAL activities . 3. Procedures A. The PAL Unit will be supervised by the Community Relations Section Sergeant. B. Specialized Training The Community Relations Section super visor shall schedule P.A.L deputies for special training seminars whenever possible. C. Assignments 1. Assignment PAL deputies will be assigned to an at-risk area of the county identified by the Sheriff or designee, unless circumstances dictate a more fle xible assignment of resources. 2. Other Duties 112.0 , Page 2 of 2 PAL deputies shall participate in other duties assigned by their supervisor. 3. Monthly Activity Form PAL deputies shall complete a Monthly Activity Form which will be submitted to their supervisor. 4. PAL deputies shall attend Orange County PAL Board monthly meetings , unless excused by the supervisor . 5. A designated PAL deputy shall provide a monthly PAL activities report to the Orange County PAL Board at the monthly meeting. 6. PAL deputies shall not h andle or be involved with any financial transaction regarding the Orange County PAL Board. a. PAL deputies are not authorized to write checks related to PAL b. All checks or financial issues will be handled by the Orange County PAL Board of Directors and t heir designees. c. PAL deputies are only responsible for overseeing the implementation of the program in those areas chosen by the Sheriff or designee. F. Supervisor’s Responsibilities The Community Relations supervisor coordinate s with the Youth Services Section supervisor s and request deputies who are assigned to the elementary, middle and high schools S.R.O. program s for assistance in any PAL related event at their assigned schools: 1. Maintain a liaison with the principals and administrators at each s chool where the PAL Program is held. 2. Monitor PAL deputy activity on a daily basis including schedules , payroll, reports and other documents. 3. Resolve problems with parents, school administrators, students and citizens. 4. Perform other administrative duties (e.g., statistics, evaluations, counseling). 5. Inspect equipment and personnel on a regular basis. 6. Perform other job duties as required.
