This order consists of the following:

1. Purpose
The purpose of this policy is to establish guidelines and procedures for the Community
Relations Section Specialist -Senior Programs.
2. Definitions
A. Combat Auto Theft (CAT) – vehicles entered into the CAT program are provided a
sticker for their rear window alerting law enforcement the vehicle is enrolled in the
program. The CAT program allows for law enforcement to stop the vehicle between
1am and 5am to determine if the vehic le is stolen , or if it is being driven by a senior
who could be in a demented state .
B. Special Needs Alert Bracelet Program (SNAP) - free bracelet to assist with
detecting a possible wander er that has a documented diagnosis of
Dementia/Alzheimer’s or Aut ism.
3. Procedures
A. Duties and Responsibilities
1. The specialist shall conduct all business in a professional manner, operating
within the confines of existing agency directives a nd all applicable laws.
2. The specialist shall confirm that all information disseminated to senior
citizens is current and correct through continued research.
3. The specialist has a Victim Services Practitioner certification and acts as a
Senior Advocate , interact ing with Victim Advocates.
4. The specialist shall work in cooperation with other agency units and outside
organizations that provide information of value to senior citizens.
5. The specialist assists with senior community members who need
assistance.
6. The specialist participates in special events ; to include , award ceremonies,

agency open house, senior health fairs, volunteer events, etc.
7. The specialist shall conduct in-house training by request to educate agency
personnel on services provided by Senior Programs.
8. The specialist assists in writi ng grants for Senior Crime Prevention
Programs.
9. The s pecialist shall understand Dementia and Alzheimer’s .
B. Programs
The specialist manages /participates in the following programs and initiatives :
1. File of Life – the specialist provides a packet which seniors can fill out
medical information and keep at home or in a vehicle to provide to medical
personnel, if needed.
2. Special Needs Alert Bracelet Program (SNAP)
3. Older Person Referral Card – deputies can complete the referral card on
seniors in need of services and forward it to the specialist.
4. Combat Auto Theft (CAT)
5. Educational Classes
6. Senior Connect
7. Project Lifesaver
8. Dementia Care & Cure Initiative Task F orce (DCCI)
C. Educational Programs taught by the specialis t include, but are not limited to:
1. Senior Personal Safety
2. Frauds and Scams
3. Identity Theft
4. Medical Identity Theft
5. Senior Abuse
6. Dementia Awareness
D. Special Needs Alert Bracelet Program (SNAP)
1. The s pecialist shall receive and review application s from senior caregiver s
for client s.
2. The s pecialist shall issue a SNAP bracelet to the caregiver, input and

maintain all client information into the computer, serve as custodian for all
applications, and remove client information from computer/files when a
client withdraw s from the program .
E. Project Lifesaver International (P LI)
1. The specialist shall make con tact with the prospective Proje ct Lifesaver
client to see if they fit within Project Lifesaver guidelines.
2. The specialist shall furnish information to the Project Lifesaver Chesapeake
Office on the perspective client for the application process and bracelet
purchase.
3. The specialist shall contact the Orange County Sheriff's Office Missing
Person's Unit to inform them of a new clie nt in Orange County.
F. Combat Auto Theft (CAT)
1. The s pecialist shall receive and review applications from vehicle owner s.
2. The specialist shall issue a CAT sticker to the vehicle ow ner, maintain/input
application information into computer, serve as custodian f or all
applications, and remove CAT information from computer/files when the
vehicle owner withdraws from the program.
G. Older Person Referral Card
1. The specialist shall evaluate client information received fro m the Older
Person Referral Card and contact individuals needing services to determine
if they fit the guidelines of requested services.
2. The specialist shall submit a request and forward the Older Person Referral
Card to the Senior Resource Alliance for them to provide requested
services.
H. Senior Connect
Provide educat ional awareness to aid the elderly on senior crime prevention to
help reduce their fears of criminal victimization.
I. File of Life
1. The specialist shall manage the distributions of File of Life assistance
packets.
2. The specialist shall aid in completing the insert information , which will aid in
an emergency.
