ORANGE COUNTY SHERIFF'S OFFICE SPECIAL ORDER Effective Date: December 21, 2016  Amends - SO 97.0 (April 16, 2010) Number: 97.0 Distribution: All USRT Personnel Review Month: October Reviewing Authority: SOD / Specialized Patrol Subject: Underwater Search and Recovery Team (USRT) Truck and Trailer This order consists of the following: 1. Purpose 2. Procedures 1. Purpose The purpose of this policy is to establish guidelines and procedures for the operation of the Underwater Search and Reco very Team (USRT ) truck. 2. Procedures A. The USRT truck is to be used by the personnel assigned to USRT , Specialized Patrol , and Ag ricultural -Marine Unit for the purpose s of towing the USRT trailer, safe storage of scene equipment and decontamination procedures. B. All requests for the use of the USRT truck or trailer outside the designated scope of USRT operations require the approval of the USRT Lieutenant or designee. C. The USRT truck will be fueled and maintained by the on -call USRT Team Leader or designee in conjunction with Fleet Maintenance. Each on -call team shall verify that the truck , trailer and water pump system are maintained, cleaned, serviced, and inspected for proper operation. D. Authorized Utilization USRT personnel are authorized to utilize the USRT truck if they meet the below listed standards: 1. Must possess a valid Florida driver’s license. 2. Must be an employee of the agency . 3. Must have successfully completed an approved driver’s training course for the vehicle. E. Usage Limitations and Conditions 1. The USRT truck will be parked with the parking brake engaged. 97.0, Page 2 of 4 2. A check list reflectin g the proper operating procedures for the use of the water pump system will be maintained in the cab of the truck. F. USRT Truck Contents The USRT truck will be equipped with, but not limited to the following items: 1. Fire Extinguisher (1 ) 2. Assigned Fuel Card 3. E Pass 4. Emergency Equipment 5. Required Pump Tools (Hydrant and Spanner Wrenches) 6. Required Fill / Discharge Hoses, nozzles and connectors. 7. Gene rator G. USRT Truck Inspection The Team Coordinator or designee shall conduct and document monthly inspections of the USRT truck and all of its contents to determine operational readiness of the truck and equipment. H. USRT Trailer 1. The trailer will be to wed to all USRT dive sites unless its absence is approved by the Team Coordinator or designee. 2. The trailer will be used only for call -outs, training, or static displays unless specifically authorized by the Sheriff, the Specialized Patrol Lieutenant , the Team Coordinator, or designee. 3. The Team Coordinator is responsible for confirming that the trailer is operational. The Team Coordinator or designee shall be responsible for service on this trailer. The trailer will be inspected each month for operational readiness, and to verify all equipment is present, operational and a log is maintained. 4. Personnel assigned to tow the trailer must have successfully completed an approved driver training course as established by the Training Section. 5. Traile r Operator Instructions a. Initial hookup to tow vehicle 1. Unplug the shore power source from the trailer and put the cord back inside the compartment. 2. Back the tow vehicle to the tongue of the trailer. 97.0, Page 3 of 4 3. Connect a 2 5/16 towing ball from the tow veh icle to the coupler of the trailer and lock the coupler. 4. Raise the trailer jack. 5. Connect the safety chains and the emergency trailer brake cable (breakaway switch) to the tow vehicle. 6. Connect the light and brake wiring to the tow vehicle. 7. Visua lly check to verify all lights are working. 8. Inspect to confirm all doors and awnings are secured. 9 Adjust the electric trailer brakes as needed. b. Setup at a dive site. 1. Attempt to locate a level surface close to the dive site. 2. Verify that all e lectrical equipment is off (AC unit, lights, etc.) 3. Start the generator and let it warm up for approximately five minutes. 4. The generator operates the air conditioners and the air conditioners should only be used while the generator is running. 5. The awnings should only be used when the wind is calm. c. Breakdown Procedures 1. Do all the procedures in reverse of setup. 2. Always check that the electrical equipment is in the off position prior to turning off the generator. d. Return to storage 1. The tr ailer will be refueled at the completion of the mission. The wheels will be chocked by the person towing the trailer to prevent movement prior to disconnecting the trailer at the storage site. 2. If available, the shore power will be plugged into a recept acle. e. Equipment inventory 1. Scuba Tanks (10) 2. Fire Extinguisher (1) 3. Stokes Basket (1) 4. Lift Bags (4) 5. First Aid Kit (1) 6. Line Reels (3) 7. Dive Flags (6) 8
