1. Purpose
The purpose of this policy is to establish guidelines and operating procedures used in the
recruiting, selection and administration of the School Crossing Guard Program.
2. Procedures
A. Applicant Processing
1. Recruiting and Selection
Applicants for the position of school crossing guards are recruited from the
general population. Successful candidates shall be selected and processed
according to this Special Order.
2. Application for Employment
The Adult School Crossing Guard Employment Application will be completed
by each applicant for a school crossing guard position. It must be legible and
fully complete before processing begins. The applic ation is available at
www.ocso.com and must be completed and submitted via the on -line
application process.
3. Review
Completed applications will be inspected for accuracy and completeness by
the School Crossing Guard Coordinator.
4. Criminal History Report
a. All applicants for employment will be checked through the Florida
Crime Information Center (FCIC) and the National Crime Information
Center (NCIC) to determine if any prior criminal record or current
warrants exist. The appropriate law enforceme nt agency shall be
contacted on any information obtained through FCIC/NCIC that
indicates a criminal record to secure copies of all arrest documents.
The documents will be reviewed to determine suitability for the
position. Arrests may not disqualify an a pplicant; however, the
circumstances will be investigated and evaluated based in part upon
the following criteria:
1. The length of time since arrest.

2. Age of the applicant when arrested.
3. Type of offense.
4. Circumstances of arrest.
5. Behavior since the offense.
6. Disposition of case.
7. Other considerations.
b. A Criminal History Information Form will be forwarded to the
background investigators for a FCIC/NCIC check.
c. If an applicant is disqualified based on the criminal history report, the
appli cant will be notified by email of the reason for disqualification by
the Human Resources Division .
5. Employment Interviews
Employment interviews will be conducted by the School Crossing Guard
Coordinator or designee.
6. Job Offers
Conditional job off ers will be made according to the policies and procedures
established by this Special Order. When an applicant successfully completes
all processing for the position, the School Crossing Guard Coordinator shall
evaluate all testing results and the applicat ion to determine if the applicant
will be hired. Once a job offer is made, the employee will be enrolled in a
basic school crossing guard training class.
7. Medical Evaluations
a. After a conditional job offer of employment is made and accepted, the
applicant shall be required to submit to a medical examination and
drug test at the agency’s contracted medical provider to determine the
applicant’s ability to perform the essential functions of the job and
fitness for duty. The report of the results of this examination will be
provided to the office of the School Crossing Guard Coordinator by
the medical provider.
b. After completion of the medical evaluation, if it is determined that the
applicant is not able to perform the essential functions of the positio n,
the applicant will be notified in writing that the conditional job offer is
being withdrawn and the reason for withdrawal.
8. Medical Evaluation after Employment
a. Each school crossing guard is required to undergo an annual medical
evaluation to deter mine fitness for duty and ability to perform the
essential functions of the job. The School Crossing Guard Office
shall schedule appointments with the medical provider.
b. When a school crossing guard is required to submit to a medical
examination to dete rmine fitness for duty, he/she shall be suspended
from duty with pay and referred to the medical provider by the School
Crossing Guard Coordinator. The Medical Director for the provider
schedules the medical examination, facilitates arrangements and
repor ts findings with a determination of fitness for duty. If it is
determined by the results of the physical examination that the

employee would pose a direct threat to the health or safety of self or
others, and that no reasonable accommodation is available that would
permit the employee to perform the essential functions of the school
crossing guard position, the employee shall be terminated for cause.
If the employee successfully completes the medical examination and
the determination is made that he/she ha s the ability to perform the
essential functions of the job without undue hardship or a direct threat
to the health or safety of self or other s, the employee shall be directed
to resume his or her duties and the suspension will be lifted.
9. Employment Co ntract
A Temporary Employment Contract must be executed by each new school
crossing guard at the time of employment. Contracts may be renewed at the
start of each school year if the employee maintains the required performance
standards.
10. Posting Order
The Posting Order is an assignment declaration that defines the specific
location of the school crossings where a school crossing guard will be
posted. The Posting Order also prescribes the time interval of the daily
period of protection and other impor tant instructions pertaining to absence
reports, time reporting, and mandatory special
