ORANGE COUNTY SHERIFF'S OFFICE SPECIAL ORDER Effective Date: August 26, 2025  Amends - SO 47.0 ( October 19, 2022 ) Number: 47.0 Distribution : All UPD PSOs Review Month: September Reviewing Authority: UPD / Division Commander Subject: Police Service Officers (PSO) This order consists of the following: 1. Purpose 2. Procedures 1. Purpose The purpose of this order is to outline the duties and responsibilities of the Police Service Officers in the various sectors. 2. Procedures A. General duties for Sector PSO s. 1. Answering Telephones a. When a telephone call is received for an agency employee assigned to the Sector, the PSO shall transfer the call to the employee. If the employee is out of the office, a message will be taken and provided to the employee via MDS or E-mail. Agency employee information , to include telephone numbers , shall not be released by the PSO. b. When th e State Attorney's Office or Witness Management Coordinator calls for a deputy regarding a court appearance or other urgent matter , the PSO shall contact the on -duty deputy immediately through Communications or the deputy's supervisor. If the deputy is of f duty, the PSO shall attempt to contact the deputy by telephone if an immediate response is necessary. This attempt will be fo llowed -up with an E -mail. c. When a call is received and general agency information is requested, the PSO shall answer the questi on or shall direct or refer the call to the appropriate person or agency. Note : When electronically possible, the phone call should be electronically transferred to the appropriate area. 2. Accepting and logging Subpoenas/Notice of Depositions for Sector personnel a. PSO s shall maintain a Subpoena/Notice of Deposition log in each Sector. The log will reflect the date the Subpoena/ Notice of Deposition is received and the date served. Deputies are responsible for checking the log and initialing the log when they receive the Subpoena/Notice of Deposition and for notifying the PSO in advance when they w ill be on vacation or leave. b. PSO s shall accept subpoenas for deputies when there are five (5) 47.0, Page 2 of 5 business days or more (excluding weekends, holidays, and the day of delivery) until the appearance date on the Subpoena with the following exceptions: 1. If the deputy is on vacation, and will be on vacation until after the appearance date on the subpoena, the subpoena will not be accepted . 2. If a s ubpoena requires personal service, the PSO shall not accept substitute service. c. PSOs shall accept notice of depositions for deputies when there are seven (7) business days or more (excluding weekends, holidays, and the day of delivery) until the appearance date on the Notice of Deposition, with the following exceptions: 1. If the deputy is on vacation and will b e on vacation until after the appearance date on the Notice of Deposition , the Notice of Deposition will not be accepted. The PSO shall advise the deputy’s supervisor who shall notify the attorney issuing the Notice of Deposition of the deputy’s vacation l eave. 2. If a Notice of Deposition requires personal service, the PSO shall not accept substitute service. 3. Separating and forwarding Incident Reports a. PSO s shall separate, and properly forward copies of Incident Reports and attachments submitted by deputies. b. Reports with no arrest will be distributed as follows: 1. Records copy (original) to Records Section. 2. State Attorney copy to the appropriate investigative squad. 3. Referral copy to the appropriate investigative squad. 4. Crime Analysis cop y to Crime Analysis. 5. Reports with referral notices attached will be handled in the same manner as reports with no arrests. c. Reports with arrests will be distributed in the same manner as reports with no arrest except for the State Attorney copy, which will be forwarded to Report Review. d. If a sworn statement is attached to the report, the statement copies will be distributed as follows: 1. Records co py will be attached to Records copy of the report. 2. State Attorney copy will be attached to the State Attorney copy of the report. 3. Investigation copy will be attached to the Referral copy of the report. e. Vehicle Disposition Forms will be distributed as follows: 1. Records copy to Records Section . 2. State Attorney copy to Auto Theft on stolen vehicles, possible stolen vehicles, abandoned vehicles, and suspicious vehicles. 3. The PSO control desk copy will remain at the Operations Building PSO desk. 4. Readable copies will be forwarded to Crime Analysis . f. At-large felony Arrest Affidavit will be distributed as follows: 1. Records’ copy will be attached to Records’ copy of Incident 47.0, Page 3 of 5 Report. 2. Court and sta te copies will be attached to the State Attorney copy of the report. 3. Docket copy will be attached to the referral copy of the report. 4. Agency copy will be attached to the Crime Analysis copy of the report. g. Other paperwork received from deputies by the PSO will be forwarded in the following manner: 1. Any photographs will be attached to the State Attorney copy of the report. 2
