ORANGE COUNTY SHERIFF'S OFFICE SPECIAL ORDER Effective Date: October 28, 2021  Amends - SO 38.0 ( March 5, 2019 ) Number: 38.0 Distribution: All UPD Personnel Review Month: November Reviewing Authority: UPD / Division Commander Subject: Minim um Patrol Squad / Shift Staffing This order consists of the following: 1. Purpose 2. Procedures 1. Purpose The purpose of this policy is to provide adequate staffing to handle call s for service. 2. Procedures A. Sector Captains and/or Sector Lieutenant s shall maintain adequate staffing for their assigned sectors. Factors to consider in squad staffing are as follows : 1. Number of assigned personnel 2. Number of zones 3. Shift overlap 4. Planned special events, i.e., parades, sporting events, protests, strikes, etc. 5. Current crime trends and community needs. B. Patrol supervisors shall provide proper zone coverage prior to authorizing compensatory time, schools, or vacation requests. C. Minimum Staffing Levels Staffing levels within the sectors and shifts will be based upon available staffing. These levels should not be less than the following: Sectors II and IV shifts that are on duty during double deployment will be staffed with a minimum of two supervisors and twelve deputies. Sectors I and III shifts that are on duty during double deployment will be staffed with a minimum of two supervisors and ten deputies. Single deployment squads in Sectors II and IV will be staffed with a minimum of one supervisor and nine deputies. Single deployment squads in Sectors I and III will be staffed with a minimum of one supervisor and eight deputies. Sector V , dayshift will be staffed with a minimum of one supervisor and five deputies . Sector V, evening shift will be staffed with a minimum of one supervisor and six deputie s. Sector V, midnight shift will be staffed with a minimum of one supervisor and seven deputies. Sector VI will be staffed in accordance with the Lake Buena Vista and Bay Lake agreement . 38.0, Page 2 of 2 D. Duty Watch Commanders may: 1. Re-assign on duty personnel from othe r shifts or sectors. 2. Hold personnel over from off going shifts. 3. Call in reserve deputies. 4. Call in off -duty personnel. E. The duty Watch Commander shall reflect the appropriate changes on the sector duty and Communications schedules. F. Exceptions to adequate staffing levels will be allowed under the following circumstances: 1. Specialty Unit call -outs, i.e., SWAT, Crisis Negotiations, ERT, Dive Team, etc. 2. Illness or injury 3. Family emergencies 4. Mandatory training 5. Reassignment of staffing to address spec ific crime patterns or trends within the sector.
