ORANGE COUNTY SHERIFF'S OFFICE SPECIAL ORDER Effective Date : February 8, 2025  Amends - SO 7.0 ( October 31, 2020 ) Number: 7.0 Distribution: All Personnel Review Month: June Reviewing Authority: HRD/Training Subject: Law Enforcement Vehicle Operat ions (LEVO ) Training This order consists of the following 1. Purpose 2. Procedures This order is amended as follows: 1. Purpose The purpose of this policy is to establish specific guidelines for the use of the Law Enforcement Vehicle Operations (LEVO) facility. 2. Procedures A. Request for Facility Use 1. Anyone requesting use of the LEVO facility will contact the LEVO Sergeant or designee to obtain available dates/times. a. Prior to scheduling, the requestor must provid e a letter to identify who is authorized to schedule the LEVO facility and guarantee payment. This letter must be on agency letterhead. 2. A Request for Facility Use form must be filled out and emailed to the LEVO facility. Once received, the LEVO Sergeant or designee shall confirm the request. 3. Requests must include the area(s) that personnel will be utilizing for training, any special equipment/space needs, and amount of time needed. 4. The LEVO Sergeant or designee shall handle all scheduling of the LEVO facility. 5. Training to be conducted after normal operating hours will be made a minimum of 30 days in advance, in writing, to the LEVO Sergeant or designee. Any deviations from normal operating hours will be handled on a case by case basis. After hours use of the LEVO facility must be approved by the LEVO Sergeant or designee. 6. The facility is closed on weekends and all agency recognized holidays. Use of the faci lity on those days must be pre -approved by a LEVO facility supervisor 30 days in advance. 7. At no time will anyone be allowed to use the facility without the presence of an agency LEVO staff member or designee on property. 7.0, Page 2 of 6 8. Anyone utilizing the LEVO facilit y is responsible for providing an instructor/student ratio that is adequate for safe and effective training. 9. All users shall have the area inspected by a LEVO staff member prior to leaving the facility. 10. Authorized users of the LEVO facility: a. Local, State and Federal Law Enforcement Agencies b. Law Enforcement Academies c. Orange County Fire Rescue d. Florida Sheriff’s Association Teen Driver Challenge participants e. Organizations or groups approved by the Sheriff or designee. 11. Hold Harmless Agreement a. All non -agency personnel must complete a Hold Harmless Agreement. Upon arrival at the LEVO facility, all personnel must check in with a LEVO staff member at the main office. All personnel shall agree to adhere to all safety rules and regulations prior to u sing any portion of the facility. These forms must be filled out completely and notarized prior to utilizing the facility. b. Hold Harmless Agreements will be kept on file at the LEVO facility main office. B. Requests for Billing 1. Requests for billing will be ma intained by the Training Specialist s, or designee. Requesting personnel shall be directed to email the completed form to the Training Specialists, or designee , for confirmation of the LEVO facility use. 2. All other agencies, except Orange County Fire Rescue and Valencia School of Public Safety, using the LEVO facility will be charged $25.00 per person per day. Payments must be made by Purchase Order, Cashier’s Check or Money Order. All payment transactions will be recorded by ledger entry and forwarded to t he agency Finance Section for deposit in accordance with G O 17.1.4 . 3. For training requested outside of normal operating hours, which are Monday through Friday 0800 -1700, an after -hours LEVO usage fee will be assessed. This amount is to be determined by the Training Section Commander or designee. This fee must be paid to the Orange County Sheriff’s Office, and is separate from the LEVO usage fee noted above. This after -hours usage fee is to be assessed to all other agencies, excluding Orange County Fire Rescue and the Valencia School of Public Safety. 4. The Sheriff or Undershe riff has the right to waive any fees, such as for joint training opportunities. C. Injuries 7.0, Page 3 of 6 All injuries must be reported immediately to the LEVO Staff. All injuries that occur at the LEVO facility will be documented in accordance with agency policy. D. Specialty/Oversized Vehicle Use The use of specialized or oversized vehicles on the LEVO facility driving surfaces will require prior approval from the LEVO Sergeant or designee . E. The Training Section Commander or designee shall maintain records of each agency and organization that rents the facility and documentation of required insurance. F. The Sheriff reserves the right to enter into written agreements outside the scope of this policy. G. Agency Use of the LEVO facility Prior to operating an agency owned vehicle, all personnel shall attend and successfully complete an approved driver training course at the LEVO facility. 1. Deputy Sheriffs, Court Security Deputies, Reserve Deputies, and sworn new hires required to operate agency owned vehicles shall attend th e approved Sworn New Hire Driver Course, prior to
