Purpose 2. Policy 3. Definitions 4. Procedures 1. Purpose The purpose of this policy is to describe the duties and responsibilities of the Tactical Event Review Committee and to establish a procedure to review and evaluate tactical incidents involving a deputy’s use of deadly force, tactical incidents resulting in significant injury to a deputy, suspect or another person, and other tactical incidents, as requested, to determine the effectiveness of polic y and training standards. 2. Policy It is the agency’s practice to review tactical incidents to determine if the tactics and techniques used were consistent with agency training. The review may be used as an investigative tool when evaluating the actions of a deputy, to identify future training needs, and to identify effective tactics used in specific incidents. 3. Definitions A. High Risk Incident Commander (HRIC) – Senior and Command staff members designated by the Sheriff who are responsible for on -scene co ntrol of high -risk incidents. B. Tactical Event Review Committee (TERC ) – a committee appointed by the Sheriff responsible for reviewing tactical incidents. The Tactical Event Review Committee shall be comprised of the High Risk Incident Commanders, The Tra ining Captain and members of the Training staff, Criminal Investigation Division investigating authority and other agency members as designated by the Committee Chairperson. Professional Standards personnel shall be present during the meeting but will not participate. C. Tactical Event Review Committee Chairperson – shall be a High Risk Incident Commander selected by the Sheriff to chair the committee and be responsible for scheduling, information dissemination, coordination, and report the findings determine d by the committee. D. Tactics – techniques and procedures utilized to apprehend a suspect, to include the 20.1.9, Page 2 of 3 use of deadly and non -deadly force and the use of vehicle apprehension techniques. 4. Procedures A. Requesting a Tactical Event Review 1. The High Risk Inciden t Commander or designee is responsible for scheduling a Tactical Event Review . a. Following a deputy involved shooting and the Florida Department of Law Enforcement’s executive review, the Tactical Review Committee shall receive a verbal briefing from the S hooting Team. The Tactical Review Committee shall review the initial facts and make preliminary training recommendations, if necessary. This review and the recommendations will be completed prior to the involved deputy being reinstated to enforcement rel ated duties. b. Prior to the completion of the Professional Standards’ investigation, the Professional Standards Commander or designee may request any additional, relevant and material facts be reviewed by the TERC. 2. The Professional Standards Section Comm ander or designee , may request a Tactical Event Review of other incidents being investigated if it is determined the tactical review would be of assistance in the investigation. 3. The assigned investigative unit shall present the case to the Tactical Re view Committee. 4. The Tactical Event Review will be accomplished prior to the investigation being concluded and the findings of the Tactical Event Review Committee will be considered in determining the conclusion of the investigation. 5. Division Commanders o r designees shall notify the Tactical Event Review Committee Chairperson in writing and request a Tactical Event Review of all tactical incidents that result in significant injury to a deputy, suspect, or another person that will not be investigated by Pro fessional Standards. 6. Division Commanders or higher are authorized to request a Tactical Event Review when the actions of agency personnel result in the use of techniques in law enforcement action that give concern for officer safety and the proper utilization of the techniques. 7. When a request for a Tactical Event Review is made by the Division Commander or higher, all reports and related information will be forwarded to the Tactical Event Review Committee Chairperson. B. Responsibilities of the Tactical Ev ent Review Committee 1. The Tactical Event Review Committee will consider all information presented and examine the tactics and techniques used to determine if they were effective and consistent with agency policy and training. 2. If further information is need ed before a finding can be reached, the 20.1.9, Page 3 of 3 Chairperson shall inform the investigative authority or requesting authority. 3. The findings of the Tactical Review may be used as an investigative tool, to determine future training needs and to identify effective ta ctics used to resolve a tactical situation. C. Responsibilities of the Tactical Event Review Committee Chairperson. 1. The Chairperson shall schedule and chair all committee meetings for the purpose of the tactical review. 2. At the conclusion of the rev iew, the chairperson shall: a. Confirm the involved deputy reports to post critica l incident follow up training at the Range. b. After completion of post critical incident follow up training, notify the respective Division Commander to reinstate the involved dep uty to enforcement related duty. c. Complete a written report stating the findings of the Tactical Event Review Committee and deliver the report to the Sheriff, along with copies to the Quality Assurance Section, Professional Standards Section and the approp riate Division Commander.
