ORANGE COUNTY SHERIFF'S OFFICE GENERAL ORDER Effective Date: August 7, 2024  Amends – GO 20.1.0 ( May 25, 2023 ) Number: 20.1.0 Distribution: All Personnel Review Month: March Reviewing Authority: HRD/Employee & Labor Relations Subject: Collective Bargaining This order consists of the following: 1. Purpose 2. Policy 3. Procedures 1. Purpose The purpose of collective bargaining is to promote cooperative relationships between the agency and its employees; to protect the citizens and visitors of Orange County by assuring effective and orderly agency operations; to protect the rights of members o f the bargaining unit to join or refuse to join, and to participate in or refuse to participate in, employee organizations. 2. Policy The agency recognizes the Orange County Sheriff’s Lodge #93, Fraternal Order of Police (FOP) , as the collective bargaining union that represents employees in the deputy sheriff, deputy first class , master deputy classification , court security officers and court sec urity deputy bargaining unit . Additionally, the agency further recognizes that the FOP represents all corporals and sergeants who are members of the corporal and sergeant bargaining unit. The Sheriff commits to bargain in good faith with the members of t he bargaining unit. 3. Procedures A. The Sheriff shall establish a Labor Management Team consisting of the Human Resources Division Commander or designee as the principal negotiat or to collectively bargain for, but not limited to the following: 1. Salary program; 2. Fringe benefit program; 3. Leave benefits; 4. Insurance benefits ; 5. Retirement benefits; 6. Clothing and equipment benefits ; 7. Personnel support benefits; and 20.1.0, Page 2 of 2 8. Condition of employment. B. The ground rules for bargaining negotiations will be decided in advance of the process. The parties shall abide by the agreed upon ground rules for the duration of the negotiation process. C. When a negotiated labor agreement is ratified by all parties, the agency will abide by and enforce the letter and spirit of the negotiated collective bargaining contract.
