1. Purpose
The purpose of this policy is to establish the importance of citizen volunteer activities as
sworn deputies in the reserve u nit as utilized by the Sheriff's Office to enhance the delivery
of services to the community.
2. Policy
It is the policy of the Sheriff's Office to supplement the ranks of full -time personnel with
citizen volunteers in the Reserve Unit in the following cl assifications:
A. Auxiliary Deputy
B. Reserve Deputy
3. Definitions
A. Reserve Deputy – a volunteer deputy with full certification who serves in accordance
with applicable law and agency policy.
B. Auxiliary Deputy - a volunteer deputy with limited auxiliary certification who serves in
accordance with applicable law , agency policy and has law enforcement authority
only while under the direct supervision of a fully certified Orange County deputy
sheriff , reserve deputy, or other law enforcement office r as determined by the
Sheriff or designee .
4. Procedures
A. Command Authority
1. A Division Commander or designee, appointed by the Sheriff, shall
coordinate all operational and administrative responsibilities of the Reserve
Unit.
2. The appointed Div ision Commander or designee may appoint subordinates
as necessary to administer the units.
3. The appointed Division Commander or designee shall comply with GO 3.1.0 .

B. Reserve Deputy personnel:
1. Are appointed and serve in accordance with agency directives and applicable
law.
2. Must complete the Deputy Orientation Program and Phase 1 of the Field
Training Program. Reserve Deputies must complete Phase 1 within eighteen
months after com pletion of the Deputy Orientation Program . Extensions may
be requested with a specific plan and timeline for completion. The FTEP
program and the Reserve Unit must provide input into any approved
extension requests.
3. Shall attend the same in -service tr aining as full -time sworn personnel, to
include firearms training, Response to Resistance M atrix, and shall meet all
mandatory retraining requirements.
4. Are certifie d by the Florida Criminal Justice Standards and Training
Commission and have the same enforcement authority as full -time deputies.
5. Are subordinate to all full -time sworn personnel.
6. Shall be issued the same uniform as full -time sworn personnel.
7. Shall be issued the same equipment as full -time sworn personnel . A shotgun
will be issued to a Reserve Deputy based on availability.
8. Shall be provided with the same public liability insurance coverage as full-
time deputies.
C. Auxiliary personnel:
1. Are appointed and serve in accordance with agency directives and applicable
law.
2. Are subordinate to all fully sworn personnel.
3. Must complete the Deputy Orientation Program and Phase 1 of the Field
Training Program. Reserve Deputies must complete Ph ase 1 within eighteen
months after completion of the Deputy Orientation Program . Extensions may
be requested with a specific plan and timeline for completion. The FTEP
program and the Reserve Unit must provide input into any approved
extension requests.
4. Shall attend the same in -service training as full -time sworn personnel, to
include firearms training, Response to Resistance Matrix , and shall meet all
mandatory ret raining requirements.
5. Shall not act in a law enforcement capacity unless they are under the direct
supervision of a fully certified Orange County d eputy sheriff, reserve deputy ,
or other law enforcement officer as determined by the Sheriff or designee .

6. Shall be issued the same uniform as full -time sworn personnel, with the
exception of the name plate . The name plate shall state “ Auxiliary Deputy
Sheriff” under the name.
7. Shall be provided with the same public liability insurance coverage as full -
time deputies.
E. The agency reserves the right to summarily dismiss any members with or without
cause.
