This order consists of the following:

1. Purpose
The purpose of this policy is to improve the effectiveness of agency personnel through
the efficient administration of training.
2. Policy
It is the policy of the Orange County Sheriff's Office to maintain a training function capable
of confirming that new skills are developed, existing skills are improved and updated,
standards are maintained in high li ability areas, and personnel are consistently made
aware of new technologies and techniques.
3. Definitions
A. Lesson Plan - establishes the purpose of instruction, sets forth the performance
objectives, relates the training to critical job tasks, identifies the matters that will
be taught, and specifies the method of testing or evaluating students.
B. Training Advisory Committee - Agency representatives responsible for assessing
division/section training needs and aiding in the implementation of specialized
instruction.
C. Training Specialist - a designated member of the Training Section responsible for
handling training issues and maintaining documentation related to training.
4. Procedures
The Training Section shall provide sworn and non-sworn personnel with effective training,
career enhancing and educational opportunities, and job skills instruction to confirm that
agency goals are attained, personal goals are intelligently formulated, achievements are
measured and high standards of professionalism are main tained.

A. Organization
1. The Training Section Commander reports to the Human Resources Division
Commander. The Training Section Commander is responsible for the
following functions:
a. Training Advisory Task Force
b. Vehicle Operations Training
c. Skill Retention
d. Skill Development
e. Supervisory Training
f. Management Development
g. Administrative Support
h. Mobile Video Systems Support
i. Liaison with the Criminal Justice Institute at Valencia (CJI)
2. Training Advisory Task Force
a. The Training Advi sory Task Force assists in developing and
evaluating training needs and serves as an intermediary between the
agency and Training. The Task Force submits its findings to the
Training Section Commander.
b. Each Division Commander shall select representati ves from their
division to serve on the Training Adviso ry Task Force.
Representatives will be selected based on their experience and
training related background.
1. Task Force Duties
a. Maintain communication regarding training issues
among members of their respective divisions, and
confirm consistency and continuity between Training
and the agency as a whole.
b. Assess, coordinate and clarify training needs and
programs.
c. Assist in dis seminating training information.
d. Act as an intermediary between Training and agency
personnel.
e. Encourage and solicit staff participation in determining
training needs.
f. h. Monitor training classes and/or training
briefings, as requested.
i. Assist Training staff with program development and
presentation.
2. Membership
The Training Advisory Task Force is composed of a
representative from each division within the agency.
3. Authority
The Training Advisory Task Force acts in an advisory capacity
only. The Training Section Commander shall evaluate task
force recommendations for implementation.
B. Training Specialist shall be responsible for the following:
1. Verifying compliance with all training requirements.

2. Review of Training Request Forms for consistency and continuity.
3. Verify In-Service Training Sign-In Sheets are completed properly and
submitted in a timely manner .
4. Maintaining accountability for training materials, i.e., training videos.
5. Circulating course announcements and brochures.
C. Program Development
The Training Section is responsible for identifying specific training programs to
meet agency needs, goals and objectives. Training programs will take into account
those courses mandated by the Florida Criminal Justice Standards and Training
Council for law enforcement certif ication. Training shall coordinate all agency
training efforts including specialized training, roll -call training and training outside
the agency.
1. The procedures for developing a training program are as follows:
a. Identifying the need -- The following sources shall be utilized:
1. Administrative staff meetings and reports.
2. Recommendations of the Training Advisory Task Force
3. Staff/Line Inspection reports
4. Professional Standards reports
5. Training evaluations
6. Consultation with and observation of agency personnel
7. Recommendation of the Sheriff, Unders heriff , Division and
Section Commanders
8. State -mandated training
9. Legal decisions
10. Job Task Analysis (JTA) , if applicable
11. Agency personnel
12. Reviews of Lytx -DriveCAM videos
13. Revie ws of Response to Resistance incidents, including the
Response to Resistance Annual Analysis Report
14. Reviews of Vehicle Apprehension -related incidents, including
the Annual Vehicle Pursuit and Apprehension Report
b. Once the need for a specific trainin g program has been identified,
The Training Section Commander shall direct the appropriate entity
or person(s) to prepare a course outline and lesson plan utilizing
resource persons available within the agency or through outside law
enforcement educational/training organizations. If this is not
feasible, The Training Section shall contract the appropriate course
of training through nationally recognized and
