ORANGE COUNTY SHERIFF'S OFFICE GENERAL ORDER Effective Date : May 29, 2025  Amends – GO 18.1.3 (February 22, 2023 ) Number : 18.1.3 Distribution: All Personnel Review Month: November Reviewing Authority: HRD / Training Subject: In-Service, Roll -Call and Specialized Training This order consists of the following: 1. Purpose 2. Policy 3. Definitions 4. Procedures 1. Purpose The purpose of this policy is to update and improve the skills of agency personnel through a variety of training processes as well as establish standards for agency instructors, consistency in training programs and proper documentation of instructor certification. 2. Policy Consistent with the requirements set by the Florida Criminal Justice Standards and Training Commission (CJSTC) , the Orange County Sheriff's Office will train personnel in new skills and programs in order to raise the overall effectiveness of the agency . The objectives of this training are to i nstruct and qualify personnel in special areas of police service and to acquaint them with new techniques to enhance operations. 3. Definitions A. Advanced Training - training designed to impart higher level skills to participants. B. Criminal Justice Standards a nd Training Commission (CJSTC) – the FDLE branch that establishes uniform minimum standards for the employment and training of full-time, part -time, and auxiliary law enforcement, and correctional and correctional probation officers. The CJSTC establishes and maintains officer training programs, curricula requirements, and certification of training schools and training school instructors. The CJSTC certifies officers who complete a Florida Academy’s Basic Recruit Training Program, or who are diversely qualified through experience and training, and who meet minimum employment standards. C. Firearms Training - a course that includes weapons familiarization and mandatory annual firearms qualifications on an agency approved course. D. In-Service Sign -In Sheet - documentation of training provided to agency personnel. E. In-Service Training - training beyond and in addition to recruit trainin g, which may include periodic retraining or refresher training, specialized training, career development, promotional training, advanced training, and roll -call training. 18.1.3, Page 2 of 15 F. Mandatory Training - training required by Federal or State Guidelines and/or the agency. G. Position Training - instruction designed to qualify personnel in specialized law enforcement functions. H. PowerDMS - the agency approved software program that provides electronic archival, receipting, and distribution of policies and procedures. The s oftware also provides management of compliance of the accreditation process and training modules. I. Remedial Training - personalized training to correct a specific deficiency. J. Roll-Call Training - training designed to update and improve the skills of agenc y personnel through short, informal sessions of instruction prior to or at the close of the work shift. Roll -call training may be used to supplement other training and should be structured to achieve its objectives within a 10 - 15-minute period. K. Special ized Training - a course of instruction focusing on a specialty or area of study which will enhance the professionalism of agency members . L. Training Advisory Committee - training section managers responsible for assessing division/section training needs and aiding in the implementation of specialized instruction. 4. Procedures A. In-Service Training 1. The In -Service Training Program will be designed, revised, scheduled, and documented by the Training Section . The curriculum will be reviewed annually by the Training Section and the Training Advisory Committee to reflect existing and future needs of the a gency. Job task analysis , if applicable, will also be used in the development of curricula for agency training programs. Personnel shall be required to make up any training missed due to excused or unexcused absences. 2. Personnel may be excused from tra ining for the following reasons , but not limited to : a. Illness b. Court appearance/deposition c. By order of his/her supervisor d. Family emergency e. FMLA f. Military g. Light Duty 3. Firearms Training In addition to the annual approved firearms course, at least one other firearms course will be required by the agency for all sworn personnel during the training year. See SO 91.0, Agency Firearms Training Facility (Range) . 18.1.3, Page 3 of 15 4. Mandatory Training Mandatory Training will be utilized to certify agency personnel in areas included but not limited to, federal and state guidelines and agency policy. This training may be used to supplement promotional training, training prior to assignment to a specializ ed component, or supervisory, management or executive development training. The program will be structured in such a way as to motivate experienced deputies and to further the professionalism of the agency. All personnel shall attend applicable mandatory training as directed. a. Within 30 days after hire date, all employees shall receive: 1. Training to meet the requirements of their permanent assignment . 2. Orientation to organizational policies and procedures, role, purpose and goals to include the mission and vision statement of the agency. 3. Orientation to working conditions, regulations and the responsibilities and rights of the employee when assigned to their permanent assignment. b. All employees shall also receive: 1. Victim/witness rights and needs and the role of law enforcement in meeting these needs 2
