1. Purpose
The purpose of Discretionary Law Enforcement Training Funds (0 04) is to provide
education and training to increase the knowledge and skills of law enforcement officers
and agency support personnel.
2. Policy
Discretionary funds are allocated to the Office of the Undersheriff for training agency
employees . The training includes criminal justice education degree programs and
specialized training courses with a direct relationship to the employee ’s job. It is the
policy that these funds are to be used to pay for expenses relating to attending
conferences, seminars and classes including travel, food, lodging and registration.
3. Definitions
Discretionary Law Enforcement Training Funds (004) - training monies allocated to the
agency from the State of Florida specifically for training purposes.
4. Procedures
A. Discretionary funds will be allocated to the Office of the Unders heriff .
B. Fiscal Management shall provide a monthly financial ("0 04") report reflecting
expenditures and balances.
C. The Office of the Undersheriff will reserve funds designated for participants to
attend Executive Develop ment programs including but not limited to the following:
1. FBI National Academy
2. Southern Police Institute
3. Leadership Orlando
D. Every request will require approval from th e originator's chain of command to the
Unders heriff .
E. Division Commanders shall forward all approved "0 04" requests to the Office of

the Undersheriff for approval.
F. The Unders heriff shall forward approval requests to the Comptroller for processing
payment and posting to the appropriate “0 04” Account.
G. Fiscal Management will reconcile the “004” account and send a monthly list of
expenditures to the Board of County Commissioners - Office of Management and
Budget for reimbursement.
H. Employees shall forward a copy of the approved and posted training request to the
Training Section Commander or designee. All certificates from classes attended
at the CJI at Valencia, Seminole Criminal Justice Institute, Brevard Criminal Justice
Institute, Lake County Criminal Justic e Insti tute and classes sponsored by FDLE
are sent directly to the Training Section. Upon receipt of the employee’s training
certificate, the Training Section Commander shall confirm the employee is credited
for such training, a copy of the training certi ficate is placed in the employee’s
training file, and a copy is sent to Human Resources for the employee’s personnel
file. Training sends the original certificate to the employee after the training
information is documented. For all other training school s/seminars it is the
employee’s responsibility to send a copy of the training certificate(s) to the Training
Section Commander and the Human Resource Division Commander. Upon
receipt of the employee’s training certificate, the Training Section Commander
shall confirm the employee is credited for such training, and the copy of the training
certificate is placed in the employee’s training file.
I. In the event a training certificate is not awarded to the employee by the facilitator,
the employee shall forward a memorandum to the Training Section Commander
or designee, via chain of command, with the following information:
1. Type of training received
2. Location of school/seminar
3. Status of completion
4. Number of training hours to be credited
This documentation will be made part of the employee’s training file.
J. Education al tuition reimbursement requests will be completed in accordance with
GO 4.3.2
