1. Purpose
The purpose of this order is to establish guidelines and procedures for the relationship
between agency personnel and the Criminal Justice Institute (CJI) at Valencia College .
2. Policy
The agency is committed to supporting the CJI with course material, staffing , facilities and
equipment. The liaison between the CJI and the agency is managed by the Training
Section , under the command of the Training Section Commander.
3. Definitions
A. Board of Trustees Advisory Board – The CJI has an Advisory Board that consists
of representatives of the various law enforcement agencies in Orange County.
Advisory Board meetings are held regularly throughout the year to allow input from
these agencies that are serviced by the CJI.
B. Criminal Justice Institute (CJI) - the CJI has been certified by the State of Florida to
provide newly employed deputy sheriff recruits with the basic Law Enforcement
Academy training program. CJI also provide s training for salary incentive , advanced
and specialized training courses.
C. Criminal Justice Standards and Training Commission (CJSTC) – the FDLE branch
that establishes uniform minimum standards for the employment and training of full -
time, part -time, and auxiliary law enforcement, and correctional and correctional
probation officer s. The CJSTC establishes and maintains officer training programs,
curricula requirements, and certification of training schools and training school
instructors. The CJSTC certifies officers who complete a Florida Basic Recruit
Training Program, or who ar e diversely qualified through experience and training,
and who meet minimum employment standards.
D. Trust Fund - monies assessed and collected on fines and used for educational and
training programs. The Board of County Commissioners specifies the amount t he
Sheriff's Office receives each year.

4. Procedures
A. Roles and Responsibilities
1. The Training Section shall provide at least one manager to serve on the
Advisory Board for the CJI.
2. The agency will support the CJI with part-time instructors. Upon a request
from the CJI for instructor support, the request will be evaluated and the
appropriate instructor(s) selected based on instructional requirements and
agency needs. When possible, agency instructors shall teach at the
Academy in an “on duty” capacity . Off duty instruction will be compensated
by Valencia College, as agreed upon by the instructor.
The Training Section shall be periodically updated and geared to meet
specific instructional problems of the agency or the CJI. The Law
Enforcement Training Unit Supervisor shall coordinate any special training
requests from the CJI or the agency.
3. When attending the CJI, agency recruits shall be given instruction on the
policies and procedures governing the Academy. After graduation , recruits
shall be provided access all Written Directives and trained in agency policies,
procedures, rules and regulations. All recruit training will be the responsibility
of the Field Training Evaluation Program Coordinator.
4. The agency provides at least one supervisor to the CJI as an agency
representative. Additional representatives may be added as needed.
B. Course Curriculum
The Training Section participates in the development of course curriculum through
the CJI which is a Criminal Justice Standards and Training Commission (CJSTC)
approved training center.
1. The Training Section representative shall act as liaison with the CJI staff to
confirm the agency goals are met.
2. This includes confirming that the CJSTC approved training center utilizes
evaluation techniques that are designed to measure competency in the
required skills, knowledge and abilities.
3. The agency liaison shall make recommendations based upon job task
analysis of the most frequent deputy assignments for those wh o complete
recruit training.
C. Advanced/Specialized Training
A Training Section representative shall coordinate advanced and specialized
courses offered by the CJI. Notices will be distributed throughout the agency
detailing the type of training, number of hours and dates offered. All agency
personnel must submit a Training Request Form via their chain -of-command to the
Training Section Commander.
1. All CJSTC rules will be followed regarding attendance.

2. A training authorization form will be sent to the CJI in Region VII with the
exception of Valencia College, with names, social security numbers and
other required information. Valencia College will be entered electronically on
their website.
3. Consideration for specialized courses will be based upon th e following
criteria:
a. Chain -of-command recommendation.
b. Agency needs and assignment availability.
c. Seniority and previous school attendance.
d. For specialty classes such as FTO, Hostage Negotiation, Firearms
Instructor and other specialty areas, the supervisor of the specialty
unit shall review applicants and select attendees based on need and
assignments.
e. The final selection will be reviewed by the Training Section
Commander or his/her designee.
D. Documentation
The CJI will forward a certificate to the Training Section upon completion of the
advanced/specialized training.
