Purpose 2. Policy 3. Definitions 4. Procedures 1. Purpose The purpose of this policy is to support recruitment and provide quality candidates for the position of deputy sheriff. 2. Policy It is the policy o f the agency to provide opportunities to employees and others interested in becoming deputies. 3. Definitions A. Criminal Justice Standards and Training Commission (CJSTC) – the FDLE branch that establishes uniform minimum standards for the employment and tr aining of full - time, part -time, and auxiliary law enforcement, and correctional and correctional probation officers. The CJSTC establishes and maintains officer training programs, curricula requirements, and certification of training schools and training school instructors. The CJSTC certifies officers who complete a Florida Basic Recruit Training Program, or who are diversely qualified through experience and training, and who meet minimum employment standards. B. Employed Recruit - a candidate selected, pa id and sponsored by the agency to attend a law enforcement academy to receive their initial law enforcement training and certification. C. Pre-service Recruit - a candidate sponsored by the agency as a non -paid, non - employed recruit who is currently atten ding a law enforcement academy to receive initial law enforcement training and certification. D. Sponsorship - to apply and receive endorsement from the agency to attend a law enforcement academy in a paid or non -paid status. 4. Procedures A. Internal Ca ndidate Non-Sworn Employee Requests for Sponsorship 1. Agency employees requesting sponsorship to an agency approved basic law 18.1.0, Page 2 of 4 enforcement academy may do so by memorandum to the Undersheriff via chain of command. Note : The request will include the superviso r’s/manager's signature and recommendation for suitability to be considered for a law enforcement position. Comments from supervisors/managers may be detailed in an attached memorandum. 2. If shift or work schedules must be modified to attend the academy, a pproval from the chain of command is necessary. If this modification cannot be made, the employee will not be sponsored to attend the academy. 3. Eligible employees must meet the requirements as outlined in GO 4.4.3. 4. The employee's personnel file will be reviewed by Recruiting and Background Investigations Section to determine eligibility. 5. A representative from Recruiting and Background Investigations Section shall contact the interested em ployee in writing informing him/her of eligibility or ineligibility and processing requirements, to include completion of a sworn employment application, a vacancy application, and a sponsorship questionnaire. The sponsorship questionnaire will require the employee to indicate which position he/she is applying for ( i.e Deputy Sheriff, Auxiliary or Reserve ). 6. The employee shall be required to successfully complete all necessary candidate processing as outlined in SO 63.0, and as described in the candidate processing matrix, maintained by Recruiting and Background Investigations Section . 7. The Sheriff's Office shall be responsible for the cost of the tuition, books, uniforms, and any lab fees, w hen applicable. The Sheriff's Office shall supply a firearm for training and qualification for those individuals transferring to full -time status, Auxiliary or Reserve . B. Internal and External Candidate 1. External candidates submitting a formal applica tion who have not completed the Florida Law Enforcement Training requirements shall be screened for consideration for sponsorship to a basic law enforcement academy. 2. External candidates shall be required to successfully complete all selection procedure s for candidate processing as outlined in agency written directives, and as described in the candidate processing matrix, maintained in Recruiting and Background Investigations Section . 3. Employed recruits shall have the cost of initial tuition, books, u niform s, and any lab fees paid by the agency. If a Recruit fails a portion of the Academy that requires re -enrollment, that expense will be th e responsibility of the employed recruit . 18.1.0, Page 3 of 4 4. The agency shall provide firearms training and qualification for tho se individuals accepted, or anticipated to join, the agency on a full -time or Reserve status once their academy training is completed. 5. Internal and external ca ndidates selected as a Reserve , Auxiliary , or Deputy Recruit shall be scheduled for an appoin tment with Material Control and Supply after receiving a confirmed part -time or full -time employment offer. a. Prior to the first day of the academy, a Recruiting and Background Investigations Section employee shall schedule the employed recruit with Mate rial Control and Supply for issuance of the necessary equipment and to make referrals for uniform measurements and purchase. b. The agency shall provide employed recruits with uniforms contingent on the requirements of the academy to be attended . Other req uired academy attire/equipment , not issued by Material Control and Supply , is the responsibility of the recruit. 6. A representative from the Training Section shall meet with the new recruits to provide academy requirements and guidelines. The Training S ection representative shall also serve as the academy liaison for all agency recruits attending
