ORANGE COUNTY SHERIFF'S OFFICE GENERAL ORDER Effective Date: May 11, 2024  Amends - GO 17.1.8 ( October 31, 2020 ) Number: 17.1.8 Distribution: All Personnel Review Month: June Reviewing Authority: Undersheriff / Research and Development Subject: Research and Development This order consists of the following: 1. Purpose 2. Policy 3. Procedures 1. Purpose The purpose of Research and Development (R & D) is to provide guidance for the future growth of the Sheriff's Office. This policy establishes the importance of agency planning utilizing a strategic planning process that provides support for research and management activities. 2. Policy It is the poli cy of this agency to use Research and Development (R & D) in preparation for what is essential to our day-to-day operations as well as assisting the Sheriff in the establishment of future visions of the agency for effective and measurable management direct ion. R & D shall have access to all necessary information resources to include Crime Analysis reports, organizational statistics, monthly division reports, Internet access, publications, and other agency correspondence. 3. Procedures A. The basic responsibi lities of Research and Development (R & D) are: 1. Prepare staff studies on law enforcement or related administrative staff support duties. 2. Serve as a resource in law enforcement planning and research matters. 3. Develop or assist in the creation of short and long range agency plans. 4. Analyze and report on various agency programs, and prepare summary reports for the Sheriff, Unders heriff , and Bureau Commanders. 5. Perform and assist in the development of special projects as directed by the Sheriff, Unders heriff and Bureau Commanders. 6. Respond or coordinate the response to surveys for the Sheriff, Unders heriff , or Bureau Commanders. 7. Act as liaison between the agency and other agencies nationwide, in relation to R & D activities. 17.1.8 , Page 2 of 3 8. Coordinate all agency planning in the acquisition of necessary facilities with the Orange County staff and private sector individuals/corporations. 9. Analyze operational activities. B. R & D shall draft and obtain the Sheriff's final approval on reports that will include , but not limited to , the following: 1. Agency Mission Statements. 2. Goals and Objectives. 3. Capital Improvements Program. C. R & D shall conduct stati stical analysis of field operational activities. The analytical reports will be disseminated to affected organizational units. The list of reports will include , but not limited to , the following: 1. Calls -for-service analysis reports. 2. Response times by sector and zone. D. Special Responsibilities 1. Budget Development R & D shall assist in preparing the budget presentation package to the Mayor , Board of County Commissioners and County Staff. 2. Capital Improvements Program (CIP) Each division is responsible for submitting their own space or facility needs through R & D to the Sheriff, Unders heriff , and Bureau Commanders . R & D shall prepare and assist in the Sheriff's presentation of the CIP to the County Mayor . 3. Long and Short Range Planning a. R & D shall coordinate, develop, update and distribute the following planning documents: b. Agency Mission Statements - The Sheriff's vision statements from which all planning documents will find their origin. c. Goals and Objectives - The multiyear measurable direction of the Orange County Sheriff's Office. 4. Management Information R & D shall coordinate, create, maintain, and distribute management data as deemed necessary by the Sheriff, Unders heriff , and the Bure au Commanders . 5. Special Projects The Sheriff and Unders heriff shall assign projects of a unique nature or projects that will require an extended period of time to complete to R & D . 17.1.8 , Page 3 of 3 6. Map Creation R & D shall create and design high quality Sector/Zone maps and assist with other mapping requests by agency units. 7. Spatial Analysis R & D shall perform calls for service analysis using GIS products and database applications when technically feasible to assist agency needs. 8. Contract Dispatching Law Enforcement agencies should contact R & D to establish and maintain Contract Dispatching services. E. Capital Improvement/Facility Upgrades 1. Ongoing maintenance requests will be forwarded directly to the appropriate Orange County Facilities Management District to handle. 2. Improvements to any Sheriff’s Office facility will be made in conjunction with R & D staff to properly coordinate a new request with other current or future projects. 3. Any desired impro vements should be described in a memo seeking approval from the requestor’s chain of command through the Undersheriff . 4. Once discussed with the Undersheriff or designee and approved in concept , the request will be sent to R & D for proper pricing and poten tial de - confliction with other current or future projects. 5. After review, R & D shall provide an update and recommendation to the Undersheriff for final review and approval before submission to the Sheriff or designee . 6. Once approved by the Sheriff or designee , the project and associated funding will be managed by R & D .
