Subject: Dignitary Protection Operations
This order consists of the following:

1. Purpose
The purpose of this policy is to provide consistency and coordination in the use of agency
personnel and resources when provid ing assistance to other agencies for the security and
protection of dignitaries.
2. Policy
It is the policy of the agency to provide on -duty personnel to protect visiting dignitaries in
cooperation with other local, state, and federal agencies.
3. Defini tions
A. After Action Report - a written report to be completed by the Criminal Intelligence
Section Commander or designee following the completion of a Dignitary Protection
Operation. The report will include the dignitary and agencies involved, personnel
allocated, routes taken, times of departure and arrival, and any other significant
information and problems encountered.
B. Dignitary - President and Vice President of the United States, any major
governmental or political official of the United States, Heads of State from foreign
countries, or other persons requiring significant police protection as deemed
necessary by federal or state government entities.
C. Dignitary Protection Detail - a special detail conducted by agency personnel in
coordination with the S ecret Service, State Department, Florida Department of Law
Enforcement, and other authorized agencies for the purpose of protecting a
dignitary.
D. Operations Plan - a summary of details to be completed prior to the operation by the
Criminal Intelligence Sec tion Commander or designee which outlines the personnel
and equipment requirements, travel routes, site inspections, and other elements of
Dignitary Protection Operation.

A. Initial requests for Dignitary Protection operations will be made thr ough the Criminal
Intelligence Section Commander or designee . Unless otherwise assigned by the
Sheriff, t he Criminal Intelligence Section Commander or designee shall be in charge
of dignitary protection operations.
B. The primary units assigned to Dignitary Protection Operations will include Criminal
Intelligence, Traffic Enforcement , Canine, Hazardous Devices Team, SWAT, and
Aviation. Other agency resources may be requested as necessary.
C. The agency’s Criminal Intelligence Section shall gather and dissemina te pertinent
information , coordinate intelligence functions with agency components , and serve
as the point of contact for all requests for assistance from other agencies.
D. The specific procedures for a dignitary operation will be decided through the
coordi nated efforts of the Criminal Intelligence Section Commander or designee and
the agent in charge from the involved federal or state agency.
E. An Operational Plan will be written by the Criminal Intelligence Section Commander
or designee. The Operational Pla n will cover all aspects of the operation based
upon the specific requests of the originating federal or state agency, to include the
following:
1. A list of specialized units required to carry out the operation, the number of
personnel required from each uni t and the assignments of each person.
2. Command post location.
3. A travel Route Plan, including several alternate routes and placement of
personnel at specific intersections and high risk locations along the route will
be completed by the Traffic Section Com mander, or designee, and
information forwarded to the Criminal Intelligence Section Commander, or
designee, for inclusion in the Operational Plan and After Action Report.
4. Scheduling arrival and departure times of the dignitary.
5. Conducting site inspection s prior to the arrival of the dignitary of the locations
where the dignitary will be visiting or lodging. This duty is normally
performed by the Secret Service or other federal or state agency involved.
However, agency resources such as Explosive Detectio n Canine Teams and
Hazardous Device Team members will be made available to assist if needed.
6. Establishing special equipment that may be required such as unmarked
vehicles, lapel pins for plain clothes deputies, night vision glasses, special
weapons, body armor, etc. This equipment will be listed and will be available
for assigned agency members. Special equipment required for the dignitary
will be listed in the plan and available if the equipment cannot be supplied by
the federal or state agency involved .
7. Contacting and staging fire and rescue personnel and identification of
appropriate medical facilities.

8. The Criminal Intelligence Section Commander or designee shall secure radio
talk groups to be utilized by all assigned agency members and personnel
from other agencies in accordance with GO 11.1. 2. Sufficient radios will be
available to confirm that communication is possible for everyone involved on
one specific frequency. Agency radi os may be assigned to federal or state
agencies to facilitate the security and safety of the operation. The Motors
Unit shall have a designated talk group used solely for the coordination of the
motorcade. No other units will use that talk group.
9. The Cr iminal Intelligence Section shall confirm proper notifications are made
to all affected Uniform Patrol Division Section Commanders, as site security
will be the responsibility of the Uniform Patrol Division, or designee.
