ORANGE COUNTY SHERIFF'S OFFICE GENERAL ORDER Effective Date: May 17, 2010  Amends - GO 16.1.6 (October 10, 2008) Number: 16.1.6 Distribution: All Personnel Review Month: November Reviewing Authority: CID / Major Case Subject: Electronic Su rveillance Support Team This order consists of the following: 1. Purpose 2. Policy 3. Procedures 1. Purpose The purpose of this policy is to confirm that specialized support is provided to agency units that identify a need for the use of electronic surv eillance equipment in criminal case development. 2. Policy It shall be the policy of the agency that enforcement techniques keep pace with sophisticated criminal activities as it relates to the utilization of highly technical electronic surveillance equ ipment in case development. Because electronic surveillance equipment is usually expensive, very delicate and requires experience and/or proper training to operate, the Electronic Surveillance Support Team (ESST) shall be responsible for training, assignm ent, maintenance, rental or loan procurement and evaluation reports, required prior to agency purchases of electronic surveillance equipment. 3. Procedures A. Electronic Surveillance Equipment Rental or Loan Procurement , Purchase and Repair 1. Agency unit s shall coordinate with the ESST Supervisor or designee prior to the rental, loan, or procurement of electronic surveillance equipment needed for criminal case development. 2. The ESST managerial chain of command shall pre -approve all electronic surveilla nce equipment rentals and loan procurements that involve outside agencies or vendors. 3. To minimize duplication of equipment and confirm quality of product, the ESST shall review and make recommendations on all requests prior to review by Division Comman ders. 4. The ESST supervisor or designee shall be responsible for the coordination of electronic surveillance equipment repair. Employees shall not send or take any electronic surveillance equipment to anyone or any business for repair without prior appro val of the ESST supervisor or designee. B. Technical Assistance 16.1.6, Page 2 of 2 1. The ESST shall provide technical assistance for criminal case development to units upon request. 2. Employees must have first line supervisor approval prior to contacting the ESST supervi sor. 3. All requests for assistance will be coordinated through the ESST supervisor. C. Equipment Control and Inventory 1. The ESST supervisor shall provide an annual Electronic Surveillance Equipment Status report to the ESST managerial chain of command for review. 2. Members of the ESST may, with the pre -approval of the ESST managerial chain of command , assist other agencies with personnel and/or equipment in criminal case development.
