ORANGE COUNTY SHERIFF'S OFFICE GENERAL ORDER Effective Date: June 9, 2023  Amends - GO 16.1.1 ( November 2, 2018 ) Number: 16.1.1 Distribution: All Personnel Review Month: November Reviewing Authority: CID / General Assignment Subject: Crime Analysis This order consists of the following: 1. Purpose 2. Policy 3. Procedures 1. Purpose The purpose of this policy is to confirm that the crime analysis function within the Sheriff's Office provides valuable information to management and operational units that can be used to identify criminal patterns and trends utilized to deter and arrest criminal violators. 2. Policy The Invest igative Services Section Commander shall be responsible for the crime analysis function. Crime Analysis shall collect, organize, analyze, and interpret crime and incident data to evaluate past performance and identified criminal activity patterns and trends for operational dep loyment, tactical intervention, strategic planning, and management analysis. The crime analysis function is indispensable to ward the Sheriff's Office efficient p roductivity and effectiveness. All Sheriff's employees shall provide complete and consistent reports of crime, incidents, and related information, as required, to support this function. 3. Procedures Crime Analysis shall produce triweekly analytical reports for dissemination to the Sheriff, Unders heriff, Division Commanders, and Sector Commanders to be made avai lable to operational personnel. These reports will be distributed at the triweekly Coordinated Crime Reduction meeting. Personnel attending this meeting shall provide feedback as to the effectiveness of Crime Analysis i nformation. Crime Analysis shall brief the Division Commanders at the Coordinated Crime Reduction Meeting on crime trends, patterns a nd other intelligence matters. If the Sheriff is not in attendance, the Special Operations or Investigations Division Comma nder shall brief the Sheriff and the Unders heriff on crime patterns and trends. A. Crime Analysis shall research criminal incident reports for investigative leads and distribute maps and Criminal Intelligence Bulletins relating to: 1. Temporal events 2. Frequency by type of crime 3. Geographic factors 4. Chronological factors 16.1.1, Page 2 of 2 5. Victim and target descriptors 6. Suspect descriptors 7. Suspect vehicle descriptors 8. Modus operandi factors 9. Physical evidence information B. Information Requests and Distribution 1. Requests for information from outside sources will be forwarded to the Crime Analysis manager or d esignee for approval. Analytical data produced and/or retained by the Crime Analysis Unit shall be disseminated to outside sources with the approval of the unit manager . 2. Requests for information from agency employees will be made to the manager or des ignee of Crime Analysis. C. Crime Analysis Copy of Report Crime Analysis shall receive a copy of all reports. This includes all SOID generated reports. D. Evaluation The Investigative Services Section Commander shall continuously evaluate the effectiveness and utilization of crime analysis data and address any concerns with the Crime Analysis Unit Manager.
