ORANGE COUNTY SHERIFF'S OFFICE GENERAL ORDER Effective Date: February 6, 2020  Amends - GO 15.1.0 ( May 1, 2015 ) Number: 15.1.0 Distribution: All Personnel Review Month: March Reviewing Authority: CFIX / Intelligence Subject: Field Activity Reports This order consists of the following : 1. Purpose 2. Policy 3. Definitions 4. Procedures 1. Purpose The purpose of this policy is to provide a means for gathering intelligence and contact information to support agency operations and officer safe ty and to provide procedures for appropriate use of and response to special signal designations . 2. Policy It shall be agency policy to confirm the appropriate documentation of contacts with suspects and other persons of interest. 3. Definitions A. Crimi nal Intelligence Information – Per FS 119 , information with respect to an identifiable person or group of persons collected by a criminal justice agency in an effort to anticipate, prevent or monitor possible criminal activity. It does not include certain basic data that is subject to public disclosure, such as the following: 1. Time, date, location and nature of a reported cri me. 2. Name, gender, age and address of the arrestee or victim, unless that information is otherwise protected (e.g., identity of sexual battery victim). 3. Time, date and location of the incident and arrest. 4. The crime charged. It also does not include information in cases that are barred from prosecution by the statute of limitations. Criminal intelligence information is considered “active” as long as it is related to intelligence gathering conducted with a good faith belief that it will lead to detection of ongoing or reasonably anticipated criminal activities. Active criminal intelligence information is exempt from public disclosure per FS 119 . B. Criminal Investigative Information – Per FS 119 , information relating to an identifiable p erson or group of persons compiled by a criminal justice agency in the course of conducting a criminal investigation of a specific act or omission, including 15.1. 0, Page 2 of 7 but not limited to, information derived from laboratory tests, reports of investigators or informa nts or any type of surveillance. It does not include certain basic data that is subject to public disclosure, such as the following: 1. Time, date, location and nature of a reported crime. 2. Name, gender, age and address of the arrestee or victim, unl ess that information is otherwise protected (e.g., identity of sexual battery victim). 3. Time, date and location of the incident and arrest. 4. The crime charged. It also does not include information in cases that are barred from prosecution by the statute of limitations. Criminal investigative information is considered “active” as long as it is related to an ongoing investigation which is continuing with a reasonable, good faith anticipation of securing an arrest or prosecution in the foreseeable f uture. Active criminal investigative information is exempt from public disclosure per FS 119 . C. Field Activity Report (FAR) – a report used to docume nt contact with a suspicious person(s), vehicle(s), incident(s) or firearm(s). FAR’s may be used to document suspicious circumstances that a deputy thinks should be forwarded to a specific unit/division and can be used to document “active criminal intelligence information” or “active criminal investigative information.” D. Serious Habitual Offender Comprehensive Action Program (SHOCAP ) - juvenile subjects who have been identified as meeting the criteria for the Orange County Serious Habitual Offender Comprehensive Action Program. E. Signal 100 - adult subjects identified as Career Criminals in the agency automated criminal history files. F. Signal 200 - adult subjects who have been identified as Convicted Violent Felony Offender s in the agency automated criminal history files. G. Signal 200J – subjects between the age of 18-24 years who were adjudicated delinquent for a violent felony as a juvenile and are now adults . Subjects who qualify as 200J will remain in this status until their 24th birthday or have been arrested as an adult for a felony crime and converted to a Signal 200 . H. Signal 300 - subjects who are of significant interest to law enforcement for investigative or tracking purposes . SHOCAP subjects are also identified through the Signal 300 flag. I. Signal 400 – registered sexual predators and sex offenders in accordance with applicable law . J. Signal 500 – subjects identi fied by a Terrorist Screening Center (TSC) hit or confirmation. This is not an agency maintained database but is solely a dispatch 15.1. 0, Page 3 of 7 code. 4. Procedures A. Field Activity Reports will be appropriately completed under the following circumstances: 1. When detained individuals are identified as "Signal 100", "Signal 200", “Signal 200J”, "Signal 300", “Signal 400”, “Signal 500”, and "SHOCAP". FAR’s completed in response to a Signal notification will note in the narrative the detective and original unit associated with the subject. 2. When “active criminal intelligence information” or “active criminal investigative information” is developed resulting from an arrest or observed suspicious activity. 3.
