Purpose 2. Policy 3. Definitions 4. Procedures 1. Purpose The purpose of this policy is to establish operational guidelines for employees on the use of online services for investi gative purposes. 2. Policy The Sheriff recognizes the benefit of agency personnel having access and use of online research databases to assist in the identification of suspects and the establishment of ownership for vehicles and real property. It is the int ent of this policy to provide oversight for the use of these services and maintain accountability for the users of these services. Personnel shall only use these services for official purposes. Personnel should also be cognizant of the fiscal impact on the agency’s budget of using these services. 3. Definitions A. Agency Investigative Online Services Coordinator – The Intelligence Section Commander or designee shall be the coordinator of the agency use of online services and is responsible for the payment of fees and charges, and the dissemination of individual account use information to the respective commands with accounts. B. Authorized Users – Any employee designated by a Division Commander to access online services. C. Investigative Online Services – Any serv ice or system authorized by the agency that provides relational database information used for official purposes . D. Official Purpose – Agency approved criminal investigation, criminal intelligence or background investigation. 4. Procedures A. The agency Investigative Online Services Coordinator is the authorized 13.1. 12, Page 2 of 2 representative for the agency for negotiating contracts with any online services provider and is responsible for the handling of all billing and payment for services. B. The Investigative Online Se rvices Coordinator shall be responsible for the issuing and maintenance of passwords to authorized personnel for access and use of online services. C. Division Commanders or their designees must approve any use of an online service by agency personnel D. Agency personnel shall use online services for official purposes only. Use of these services for personal reasons is prohibited. E. Agency personnel are also prohibited from giving or sharing passwords with anyone. F. The Investigative Online Services Coordinato r or his/her designee shall be responsible for reviewing monthly usage statements to confirm accountability. G. Agency personnel are prohibited from using online services paid for by the agency, on non -agency computers or mobile devices absent exigent circumstances.
