ORANGE COUNTY SHERIFF'S OFFICE GENERAL ORDER Effective Date: April 28, 2017  Amends - GO 13.1.6 (January 20, 2012) Number: 13.1.6 Distribution: All Personnel Review Month: January Reviewing Authority: Undersheriff / Information Technology Subject: Internet Usage This order consists of the following: 1. Purpose 2. Policy 3. Definition 4. Procedures 1. Purpose It is the intent of the agency to support the use of new technology in the delivery of services to its citizens. The Internet provides access to valuable information, and as such, is deemed to be an appropriate use of technology by agency employees. 2. Policy Internet access is provided to agency members as a tool to assist with work related functions. 3. Definition Internet - a publically a vailable global computer network, consisting of interconnected networks using standardized communication protocols. 4. Procedures A. The use of the Internet will be treated with the same degree of propriety, professionalism and confidentiality as official writt en correspondence or public records. B. All messages and Internet sites visited can be retrieved and reviewed from individual devices through access tools resident in the PC or personal devices. Personnel employed or representing the agency shall not mainta in any right to privacy in the use or content of agency owned technical equipment. C. The agency encourages authorized and trained personnel to utilize the Internet for investigation and publication of agency activities. Security of data and access will be reviewed with Information Technology (IT) to verify that confidential information cannot be accessed by unauthorized persons. D. Managers and supervisors shall be vigilant to confirm proper use and to maintain employee productivity. 13.1.6, Page 2 of 2 E. Creating, accessing or transmitting material that involves the use of obscene language, images, jokes, sexually explicit material or messages that disparage any race, color, religion, sex, national origin or age is prohibited. Personnel who receive such material shall immediat ely report the occurrence to their immediate supervisor. F. If in the conduct of official agency business, the topics listed in Section (E) are necessary to view through the Internet, then permission must be granted by the immediate supervisor. The superv isor shall submit a service ticket to the IT Service Desk requesting access. G. Confidential or sensitive information will not be transmitted or stored using unencrypted Internet based technologies, messaging including but not limited to, Internet e -mail, fi le sharing and instant messaging applications. H. Copy Requests All requests from the public or media for information regarding an employee’s use of the Internet or e -mail will be referred to Legal Services. I. Personnel shall observe copyright and license agr eements for all software or files downloaded from the Internet, in accordance with GO 13.1. 1 (Section 4C). J. Wireless access is limited to agency owned devices. Visitors to agency faciliti es may request temporary access by having their host submit a request to the IT Service Desk. Personally owned devices that have the ability to connect to the Internet will not be connected to the agency’s network. Exceptions may only be made in writing v ia to the requestor’s Division Commander or equivalent and then approved by the Director of IT or designee. K. Employees who take computers or laptops home for official business use shall not allow non -agency employees to use or have access to the device. A gency provided Internet accounts should be used only by agency personnel and only for official business. L. This policy also applies to CJNET access.
