ORANGE COUNTY SHERIFF'S OFFICE GENERAL ORDER Effective Date: November 6, 2025  Amends - GO 11.1.0 ( August 5, 2022 ) Number : 11.1.0 Distribution: All Personnel Review Month: August Reviewing Authority: CID / Division Commander Subject: Call Out/Notification Criteria For Specialized Units This order consists of the following: 1. Purpose 2. Policy 3. Procedures 1. Purpose The purpose of this policy is to confirm that specialized units are called out by deputies in a uniform manner when needed, thereby providing for professional and thorough investigation of cases. 2. Policy It is the policy of the agency to provide efficient and timely response of Specialized Units . 3. Procedures A. Authorization to call out a detective or specialized unit must be made by a supervisor . Notification of an on -call detective or specialized unit will be made timely. The person contacting the on -call detective or unit shall be prepared to answer questions concerning the call -out. B. When a suspect is being detained and a deputy contacts an on -call detective for response , the Miranda Warning will not be given . Assertion of the Fifth Amendment right to counsel precludes further questioning by law enforcement personnel. C. Any agency unit or component may be called at the discretion of a supervisor. D. The following is call -out criteria for each Criminal Investigations Squad. This criteria is intended only as a guide and does not preclude calling a detective to ask advice after first conferring with a supervisor. 1. Auto Theft The on -call Auto Theft detective shall be notified about the following: a. Multiple auto theft cases involving the same suspects and/or defendants. b. Auto Theft cases when there is a need for immediate and extensive follow -up investigation. c. When Uniform Patrol personnel have questions about the identity of a vehicle and whether it meets the criteria for tow ing. d. When Uniform Patrol personnel make contact with a stolen vehicle Auto Theft detectives may surveil the vehicle. Decisions to surveil stolen vehicles will be made on a case -by-case basis by the Auto 11.1.0, Page 2 of 11 Theft supervisor. 2. Forensics a. The on -call crime scene investigator shall be notified to respond to the following: 1. Homicide, suicide, suspicious or accidental death, and infant or juvenile death scenes. 2. Any injury when death is imminent; including but not limited to, attempted suicide, aggravated battery, acc idental death. 3. Sexual battery cases when requested by a Sex Crimes detective. 4. Child abuse and domestic violence cases when photographs are necessary for evidence and are beyond the capabilities of UPD personnel or detectives. 5. Safe jobs only when the safe i s still at the scene or has been located . 6. Any deputy -involved shooting. 7. Any deputy -involved traffic accident which results in significant injury, death or extensive property damage. b. Discretion will be used when requesting a crime scene investigator. Crime scene investigators shall not respond to recovered stolen autos, burglary scenes, or robbery scenes unless requested by a Watch Commander or detective. If there are extenuating circumstances involving the se types of cases, a patrol supervisor or detective at the scene may bring these to the attention of the on -duty or on -call Forensic Supervisor who shall decide if a crime scene investigator shall respond. 3. Homicide The on -call Homicide detective shall be notified of the following incidents: a. All homicides. b. All suicides. c. Attempted suicides when death is imminent. d. Suspicious deaths. e. Unattended natural deaths when the next of kin cannot be located . In all other cases when an unattended death occurs, the patrol supervisor shall evaluate if a detective needs to respond to the scene based on the following criteria: 1. The age of the deceased. 2. Reliable information relating to a serious on -going medical illness. 3. Information or signs at the scene indicating suspicious o r foul play. f. All infant and juvenile deaths. g. All accidental deaths to include drowning, industrial deaths, fire deaths, and deaths as a result of an aircraft accident. h. Aggravated batteries when death is imminent. i. Any injury which is life threatening. j. Deputy -involved shootings in accordance with GO 8.1.0. 11.1.0, Page 3 of 11 k. Deputies who are shot or otherwise seriously injured in a felonious act committed against the deputy. l. In-custody deaths. m. The detonation of any destructive device th at results in death or injury. In the event a weapon of mass destruction deploys/detonates resulting in injury or death the Homicide Lieutenant or designee sha ll be responsible for calling out the appropriate Violent Crimes personnel. A weapon of mass destruction would include biological, chemical, or explosive. 4. Domestic Crimes /Missing Persons The on -call Domestic Crimes detective shall be notified : a. Of aggravated batteries, domestic or dating violence related, with serious injury when there is a need for immediate and extensive follow -up investigation. b. Any domest ic or dating violence case in which there is a substantial likelihood of repeat violence and an Exigent Arrest Warrant is needed immediately. c. Any aggravated
