ORANGE COUNTY SHERIFF'S OFFICE GENERAL ORDER Effective Date: December 8, 2021  Amends - GO 6.2.21 ( December 5, 2014 ) Number: 6.2.21 Distribution: All Personnel Review Month: March Reviewing Authority: CID / Investigative Services Section Subj ect: Sexual Predator/Offender Community Notification This order consists of the following: 1. Purpose 2. Policy 3. Procedures 1. Purpose The purpose of this policy is to advise agency employees about F S 775.21 , the “Florida Sexual Predators’ Act,” and agency procedures to comply with community notification requirements . 2. Policy Upon notification from FDLE that a Sexual Predator/ Offender has registered an Orange County residence, the Orange County Sheriff’s Office shall make a community notification using “any manner deemed appropriate.” Proactive enforcement, with a zero tolerance approach, will be implemented in an attempt to hol d Sexual Predators/ Offenders accountable to all statutory requirements . 3. Procedures Sexual Offender Surveillance (SOS) Squad personnel shall share criminal intelligence information on Sexual Predators/ Offenders by the following: A. Share intelligence in formation with the following agencies: 1. Florida Department of Law Enforcement (FDLE) 2. State Attorney’s Office 3. Orange County Corrections Division 4. Department of Corrections (DOC) 5. State Probation and Parole 6. Local Law Enforcement B. Upon confirmation from FDLE , and/or the registration of a Sexual Predator/ Offender at the Sheriff’s Office Central Operations Facility, that a Sexual Predator/ Offender has filed his or her intentions to reside in Orange County, the SOS Squad Analyst /Investiga tive Service Officer shall, immediately, upon notification , confirm the Sexual Predator’s/ Offender’s current information is entered accurately in the 6.2.21, Page 2 of 2 FDLE Sexual Offender / Predator’s System. C. The following steps will be taken to notify the community of a Sexual Predator /Offender: 1. Strategic Communications shall maintain a link on ocso.com to the FDLE website which provides information on registered sexual predators residi ng in Orange County. 2. The SOS Squad shall mail bulletins created by FDLE to the administrators of each elementary school, middle school, high school and licensed day cares within a one (1) mile radius of a registered sexual predator’s residence . 3. If necessary, t he SOS Squad may disseminate postal notifications, based on the offender’s profile, geographical area, etc. D. Community Initiated Notification 1. Members of the public can visit the FDLE Sexual Offender / Predator’s website and initiate a self-generated notification of a sexual predator or sexual offender residing within a one (1) mile radius of the user. 2. A user may log into the system and request notification about specified addresses. 3. Once the user has entered the necessary informa tion, they will be notified by e-mail if a sexual predator or sexual offender moves within a one (1) mile radius of any address that the user has entered. 4. As a community relations initiative, deputies should inform the public of the option of an email notification and the process to sign up through a link on the FDLE Sexual Offender / Predator’s website.
