ORANGE COUNTY SHERIFF'S OFFICE GENERAL ORDER Effective Date: May 7, 2010  Amends - GO 6.2.19 (June 17, 2009) Number: 6.2.19 Distribution: All Personnel Review Month: September Reviewing Authority: Sheriff / Legal Affairs Subject: Relations hip With Other Agencies This order consists of the following: 1. Purpose 2. Policy 3. Procedure 1. Purpose The purpose of this general order is to provide for the proper communication, coordination and assistance between the Sheriff's Office and all pub lic safety and social service organizations serving the Central Florida area. 2. Policy Cooperation between all agencies involved with public safety is vital to the interests of the citizens serviced by the Sheriff's Office. All personnel must be aware o f both the need to effectively communicate with other components of the criminal justice system and the resources available to assist the general public. It is the policy of the Orange County Sheriff's Office to confirm agencies involved in the criminal j ustice system and those providing service to the general public receive the fullest cooperation of all personnel. The Sheriff's Office shall utilize all available resources to assist those in need and maintain efficient liaison with other agencies within the criminal justice/social service field. 3. Procedures The maintenance of effective channels of communication between agency components and other organizations of mutual interest is essential in improving operational effectiveness and cooperation. A. The Sheriff, or those designated to represent the Sheriff's Office, shall meet periodically with the Chief Executives of agencies and organizations within the criminal justice and social service field to discuss areas of mutual concern. B. The Sheriff, or t hose designated to represent the Sheriff's Office, shall attend regular meetings of the following: 1. The Florida Sheriff's Association 2. The Central Florida Criminal Justice Council 3. The Criminal Justice/Public Safety Coordinating Council 4. The Cen tral Florida Law Enforcement Association 6.2.19, Page 2 of 4 C. The Uniform Patrol Division Commander, or a designated representative, shall maintain liaison with the following: 1. Orange County Fire/Rescue Division 2. Orange County Office of Civil Emergency Management (Dis aster Preparedness) 3. Orange County EMS 4. Law enforcement agencies within Orange County (local, federal and state). 5. Orange County Corrections Department 6. The Office of the Public Safety Director D. The Criminal Investigation s Division Command er, or a designated representative, shall maintain liaison with the following: 1. State Attorney's Office, Ninth Judicial Circuit 2. Public Defender's Office 3. Probation and Parole 4. Investigative units of law enforcement agencies with concurrent and adjoining jurisdiction 5. State Department of Children and Families 6. Juvenile Detention Center E. The Court Services Division Commander, or a designated representative, shall attend regular meetings of the Criminal Justice/Public Safety Coordinating C ouncil. This committee consists of: 1. The Chief Judge, Ninth Judicial Circuit 2. Adult and Juvenile Court Judges 3. Representatives of the State Attorney's Office 4. Representatives of the Public Defender's Office 5. Orange County Corrections Departme nt 6. Probation and Parole 7. Representatives of local law enforcement agencies F. The Unif orm Patrol Division Commander , or a designated representative, shall meet at least semi -annually with representatives of other agencies involved with traffic 6.2.19, Page 3 of 4 safety, to include the Department of Transportation, the Orange County Traffic Engineer and the Florida Highway Patrol, in order to obtain current data on high accident locations and accident causation. G. Representatives from Legal Services and Report Review shall maintain liaison with the State Attorney's Office. They shall schedule meetings with representatives of the State Attorney's Office on an as -needed basis to discuss issues of mutual interest and concern. These issues include, but are not limited t o, investigative errors, courtroom procedures and promoting a greater understanding of the difficulties and complexities encountered by law enforcement personnel. H. A representative of Criminal Intelligence shall attend all Florida Intelligence Unit and Central Florida Intelligence Unit meetings and provide all appropriate information requested from other law enforcement officials. I. The supervisor of the Felony Squad/Career Criminal Unit shall meet periodically with representatives of Probation and P arole concerning the exchange of information relating to serious/habitual offenders. All personnel are encouraged to assist Probation and Parole personnel by supplying any requested information relating to probation/parole investigations. J. Referrals The Orange County Sheriff's Office serves all segments of our population regardless of age, race , color, national origin, ethnicity, religion, gender, or sexual orientation . All personnel, regardless of assignment, shall be alert to the needs of the total c ommunity. In the course of official duties, members of the Sheriff's Office may encounter an adult or juvenile whose needs are outside the scope and resources of our organization. These persons will be referred to the law enforcement agency having jurisd iction, or when not related to criminal matters, every effort will be made to determine the appropriate referral from the Orange County Sheriff's Office Community Services Handbook. 1. Sheriff's Office personnel shall provide timely, accurate and courteous service to the community. 2. Sheriff's Office personnel having contact with the general public shall be familiar with the various social service organizations available. The Community Services Handbook is made available to all
