ORANGE COUNTY SHERIFF'S OFFICE GENERAL ORDER Effective Date : November 6, 2025  Amends - GO 6.2.15 ( May 29, 2025 ) Number : 6.2.15 Distribution : All Sworn Personnel Review Month: January Reviewing Authority: UPD / Division Commander Subject: Patrol Procedures This order consists of the following: 1. Purpose 2. Policy 3. Procedures 1. Purpose The purpose of this policy is to provide agency personnel with guidelines for providing effective patrol functions. 2. Policy It is the responsibility of all sworn personnel to follow routine patrol techniques while on duty and to adhere to policy guidelines while responding to emergency calls for service. 3. Procedures A. Routine Patrol Techniques 1. The following factors will be considered when patrolling assigned zones: a. High citizen complaint and selective enforcement areas. b. Known criminal activities. c. Geographical location of zone (industrial, residential, business, etc.) 2. Day Shift Patrol Day shift patrol personnel shall concentrate on crime prevention using high visibility, community relations, and identifying selective enforcement areas. 3. Evening Shift Patrol Evening shift personnel shall concentrate on crime prevention and proactive patrol of selective enforcement areas. 4. Midnight Shi ft Patrol Midnight shift personnel shall concentrate on crime prevention, the security of businesses, and industrial areas, as well as residential sections of the community. 5. All Shifts - Patrol Patrol routine should vary so as to be unpredictable to those engaged in criminal activity. A good working knowledge of an assigned area is essential to proper and effective routine patrol. B. Special Details 6.2.15, Page 2 of 15 Special det ails conducted by the Uniform Patrol Division Sectors will be approved by the Sector Commander. C. Calls for Service 1. When a call for service is dispatched, personnel in the sector in which it is dispatched shall handle initial response and report. If the se ctor deputy determines the crime or incident occurred in another sector and further patrol investigation is required, the responding deputy shall notify his or her supervisor as to where and in what sector the crime occurred. The supervisor shall then con tact a supervisor in the sector where the crime occurred. The supervisor in the sector where the crime occurred shall direct a deputy to respond and determine if: a. A crime scene exists. b. There are witnesses present. c. Follow -up investigation is required. 2. If the deputy responding to the scene determines a need for Forensics, his/her supervisor shall be notified. The deputy responding to the location where the crime occurred shall prepare a Supplemental Report describing the findings. D. Bar Checks Personnel conducting bar checks at licensed Orange County establishments where alcoholic beverages are sold and/or consumed shall adhere to the following: 1. Confirm that establishments selling alcoholic beverages for profit are in compliance with Orange Cou nty license requirements. The license will be current and state the location of the place of business where such beverage may be sold. 2. Confirm that bar patrons meet the age requirements as set by Florida Law. This should be determined by checking random individuals in the establishment. 3. Two (2) sworn members of the agency present and together at all times. 4. Upon checking out with Communication s advise the dispatcher of their current status. Communications should be notified of a unit check within 5 to 10 minutes after checking out. 5. Remain on the premises only for the amount of time necessary to complete assigned duties. 6. Upon arrival at the location, advise the owner or manager that a bar check is taking place. 7. With the exception of special assignments, routine bar checks will be performed by personnel in uniform. E. Unsecured Buildings 6.2.15, Page 3 of 15 1. Agency personnel fi nding an unsecured building shall follow the building search procedure listed below in order to determine if the break is criminal in nature or accidental. 2. The Communications dispatcher shall attempt to notify the owner/business representative of the unse cured building at the direction of on -scene personnel. 3. If no one can be located, or if the owner elects not to respond, the premises will be secured, if possible, and a Security Check form left. An Incident Report will be completed, if applicable. If the deputy is unable to secure the premises and a responder cannot be located, a supervisor will determine if a deputy will remain on scene. 4. Occasionally, businesses will accidentally leave a window or door unsecured; however, incidents of this type will be handled with caution until it can be determined the premises are safe. 5. Under no circumstances will a Patrol Deputy undertake a building search alone. Situation and staffing permitting, the following guidelines will be followed when conducting a premises check: a. A minimum of three (3) searchers enter the building via the same door. Business representatives, owners, alarm company representatives, etc., will remain outside during any search. b. Have the weapon out with the finger off the trigger. c. Maintain opposite threat coverage of other deputies . d. Do not bypass any door (closet, office, etc.) without checking it first. e. Once an area has been searched, close the door and/or leave a light on. f. Upon completion of the search and once it has been determined the building is safe and crime scene processing is completed or not required
