ORANGE COUNTY SHERIFF'S OFFICE GENERAL ORDER Effective Date: October 31, 2020  Amends GO 6.2.4 ( July 31, 2020 ) Number: 6.2.4 Distribution: All Personnel Review Month: September Reviewing Authority: CID / General Assignment Subject: Coordinated Crime Reduction Meetings This order consists of the following: 1. Purpose 2. Policy 3. Procedures 1. Purpose The purpose of this policy is to establish guidelines and direction for the Coordinated Crime Reduction Meetings. The purpose of these meetings is to discuss current criminal trends and patterns, critique enforcement efforts and to determine agency priorities as they relate to crimes and issues in providing law enforcement services to the citizens of Orange County. The Coordinated Crime Reduction Meeting is a driving force in the agency emphasizing effective communication is a priority. 2. Policy A. The Coordinated Crime Reduction Meeting will take place every th ree weeks at a location determined to accommodate the agency members required to participate and all invited guests. B. The Division Commanders of the Uniform Patrol Division, Criminal Investigations Division, and Special Operations Division shall participat e in the meeting, serving as facilitators to confirm that agency priorities are set, operations are critiqued and that ample staffing is committed to any agency operation deemed necessary. C. The Division, Sector, and Section Commanders, noted in section B a bove, shall be in attendance. These commanders may appoint a designee if approved by the Division Commander prior to the meeting. D. The Crime Analysis Manager or designee shall be present at all Coordinated Crime Reduction Meetings to provide input on tre nds or patterns of crime throughout the county. E. A Member of Fugitive, Communications, Youth Services, and Legal Services shall also be in attendance. 3. Procedures A. The Criminal Investigations Division Commander or designee shall call the meeting to order . 6.2.4, Page 2 of 2 B. Crime Analysis shall provide information on crime trends, patterns of criminal activity or any other significant information that may be utilized by other members in attendance to impact crimes in their respective areas. The Sector Commander may defer to other Section Commanders for input or intelligence purposes during the briefing of their respective sector. If a problem is identified in a sector, the Sector Commander shall be prepared to provide a plan to address the problem. The Sector Commander s hall indicate if the identified problem can be addressed utilizing sector resources or if the assistance of other sections or sectors is needed. C. Section/Sector Commanders shall be prepared to provide assistance from their areas of command to the sectors, even if the identified problem does not directly impact their area of responsibility. D. All other members in attendance shall provide related information when necessary. E. Division Commanders shall provide input to the Sector Commanders, and monitor the prep aredness of those members presenting information during the Coordinated Crime Reduction Meeting. Division Commanders are responsible for the critique of any agency operation to confirm we utilize the best techniques possible to reduce crime and make the county a safer place to visit. F. At the conclusion of presentations, the Division Commanders or designees shall determine priorities and identify the resources necessary to successfully carry out the mission at hand. G. The Division Commanders shall establish two County wide priority areas of focus based on the Crime Analysis data and input from the Sector Commanders. Specialized Units shall assist the Sector Commander(s) in addressing the criminal trends within the established priority areas in order to minimi ze the impact on the day to day operations of the respective Sectors. H. The top priorities will be posted on the Law Enforcement Officer Bulletin Board (LEOBB ) for agency -wide distribution. I. Written or electronic notes will be taken of each meeting. These notes will be archived and disseminated in accordance with agency directives.
