Dear Sheriff Mina,
On July 8, 2021, you charged your Citizens Advisory Committee with reviewing the
Orange County Sheriffs Office's (OCSO) policies, training, and procedures as it
relates to traffic stops. You directed the committee to submit recommendations based
on the review of in-depth research on current operations, policies, and training in order
to ensure OCSO was presently following best practices within the law enforcement
community.
During the review process, the committee participated in question and answer sessions
in which several units participated and provided invaluable insight and clarification
on the police academy's training, agency training, complaint handling process, and
statistics regarding traffic stops and biased free policing.
Orange County citizens were afforded the opportunity to provide their thoughts and
opinions. These were submitted via email and read into record in accordance with
Florida Sunshine laws during the Public Comment portion of the meetings agenda. All
meeting dates were announced via the OCSO website and various social media
platforms.
After a thorough review and many hours of independent study, the Sheriffs Citizens
Advisory Committee voted to recommend the following:
Recommendation number 1:
Provide more education and training to the public reference how to conduct
themselves during traffic stops:
1) Submit information and video to the FLMHSV in Orange County so they can place the
information on their video boards in their customer waiting areas.
2) Put traffic safety videos on social media and tag Orange County government elected
officials and other entities so the information goes to more than just those who follow
the OCSO.
3) Placing links to traffic safety and FLDMV on agency's webpage.
4) Run more sessions of the Teen Driver Challenge and promote this program through
social media and media outlets.

Recommendation number 2:
Continuously evaluate and update Biased Based Practice (Implicit) training in order to make it
relevant to current and ever changing times.
Recommendation number 3:
Include all categories of races and sexes instead of only those required by accrediting bodies, and
once data is collected and analyzed, disseminate it to other agency members.
