Recommendation number 2:
The agency should update General Order 13.1.13 Social Media by separating Section C (Personal
Use, number 4) "For safety and security reasons" and "agency personnel shall not". Separating these
two points and placing the shall not before for safety and security reasons, will be clearer to agency
personnel on the misuse of social media.
4. Agency personnel shall not:
a. Make, share, comment, or indicate support of any posting that includes
harassment, threats of violence, or similar conduct
b. Make, share, comment, or indicate support of any posting that ridicules,
maligns, disparages, expresses bias, or disrespect toward any race, color,
national origi n, ethnicity, religion, gend er, gender identity, sexual
orientation, or age or any other protected class of individuals
c. Make, share, comment, or indicate support of any posting that suggests that
agency personnel are engaged in behavior reasonably considered to be
unlawfu l or reckless toward public safety
5. For safet y and security reasons, agency personnel are cautioned to avoid the
following:
a. Displ ay agency logos, uniforms, or similar identifying items on personal
social media pages
b. Post personal photogr aphs or provi de similar means of personal recogn ition
that may cause them to be identifi ed as an employee of this agency. Deputies
who are, or who may be reasonably expected to work in undercover
operations, shall not post any form of visual or personal identification.
c. When using social media, agenc y personnel should be mindful that their
speech becomes part of the world wide electronic dom ain. Therefore,
adherence to the agency's code of conduct according to GO 5 .1.3 is required
in the personal use of social media.
