CITIZENS ADVISORY COMMITTEE SHERIFF JERRY L. DEMINGS July 27, 2016 Sheriff Jerry L. Demings Orange County Sheriff's Office 2500 West Colonial Drive Orlando, Florida 32804 Dear Sheriff Demings: On January 14, 2016, you charged the Citizens Advisory Committee with reviewing the Orange County Sheriff's Office's (OCSO) current policy on the Juvenile Civil Citations. Specifically, to identify recommendations for an Orange County policy that includes best practices from law enforcement agencies around the state. You directed the committee to submit recommendations based on the review of in-depth research of pertinent legal developments. The following is a brief summary of the process the committee used to identify its recommendations: The committee met five (5) times for presentations and discussions with OCSO staff.. Presentations included an overview of the current JCC procedures by Corporal Gregg Wynn and guidance from Ms. Terri Mills- Uvalle (SAO, Juvenile Intake) and Ms. Jill Wells (Juvenile Chief Probation Officer). Another presentation covering the real life application of JCC, was given by Master Deputy Chrissy Brown, a power user of JCC, assigned to the Florida Mall. Citizens of Orange County were allowed to present their views and thoughts through the public comments at the meetings. At the January 14, 2016 meeting, a member of the League of Women Voters addressed the committee and expressed their strong belief in the use of JCC. During the presentations and review, several documents were analyzed during the process. Stepping-Up Study of 2015 ° Orange County Youth and Family Services Division Fact Card Citizens Advisory Committee Recommendation Letter July 27, 2016 Page 2 After a thorough review and many hours of independent study, the Sheriff's Citizens Advisory Committee voted unanimously to recommend the following be considered in regards to Juvenile Civil Citations: Recommendation number 1: Training: The Orange County Sheriff's Office should continue its emphasis on training, and the importance of issuing Juvenile Civil Citations. This recommendation is supported by the research that shows when Juvenile Civil Citations are issued the recidivism rates are lower. Recommendation number 2: Policy Amendment OCSO GO 7.1.3 Juvenile Civil Citations Section (3)(D) Add language to the General Order requiring the radio or telephone confirmation of the deputy's decision to utilize a JCC or introduce the juvenile into the criminal justice system and documentation of the confirmation by the supervisor, in the report.
