Mark Bassett 21st Century Policing Report Evaluation and Recommendations On September 14, 2017, you charged the Citizens Advisory Committee (CAC) with evaluating the Orange County Sheriff's Office (OCSO) current practices and procedures and compare them to the six pillars established by the President's Task Force on 21st Century Policing. The purpose of the President's Task Force was identifying best law enforcement practices and offer suggestions on how policing practices can promote effective crime reduction while building public trust. A review of the OCSO's current practices and procedures was performed by us and compared to the pillars identified in the final report of the President's Task Force on 21st Century Policing. The purpose of our review was to compare current OCSO operations with the President's Task Force report and provide any recommendations for the improvement of the agency's practices as they relate to the findings of the report. To promote public trust and maintain a transparent process, our meetings were posted and open to the community. Members of the community were afforded the opportunity to provide testimony and input to ensure our committee was informed by a diverse range of voices. Additionally, multiple sections within the agency provided presentations and information regarding their functions, processes, and procedures to the committee. These areas included: Media Relations • Human Resources and Employee Services • Uniform Patrol Division Crisis Intervention Team • Youth Services ° Criminal Investigations Division • Professional Standards • Recruiting and Background • Community Relations • Information Management Services • Training • Employee and Labor Relations Citizens Advisory Committee Recommendation Letter October 11, 2018 Page 2 Our comparative review concluded that the Orange County Sheriff's Office is performing at a high level within law enforcement standards. However, as a committee, we provided nine recommendations to you, Sheriff Demings, under the following Pillars as areas for the agency's consideration. • • Pillar 1 Building Trust and Legitimacy The President's Task Force Report made nine recommendations in which law enforcement agencies should concentrate in building trust and legitimacy within the communities they serve. We reviewed all nine recommendations of that report and offer the following suggestions the Orange County Sheriff's Office could implement in strengthening its relationship with the community. Recommendation 1 - The Public Information Office should emphasize the promotion of sand positive non-law enforcement related activities to the public through television, news, and social media. For example: groups • • Weekly or monthly news stories on different sections or units within the agency and how they interact and work with the public. Recognizing units for their achievements, such as the Communications Section for receiving the "Outstanding 911 Call Center" award Highlight the accomplishments of the Police Athletic League within our community Continued participation in the National Night Out campaign Recommendation 2 - Transparency reporting on deputy involved shootings, CALEA and CFA reports, all of which provide disclosure of processes and outcomes. Pillar 2 Policy and Oversight The President's Task Force Report made fifteen recommendations in which law enforcement agencies should focus and develop regarding Policy and Oversight. We reviewed all fifteen recommendations and offer the following suggestions the Orange County Sheriff's Office could implement in increasing community engagement and foster cooperation. Recommendation 3 - Disseminate data collection tables which document statistics on vehicle stops, arrest, use of force incidents and agency demographics on the Orange County Sheriff's Office webpage for community knowledge. Posting previous CALEA reports from years 2010, 2013 and 2016 should be included in this effort. Recommendation 4 - Data collection tables should be maintained either quarterly, semi- annually or annually. Pillar 3 Technology and Social Media The President's Task Force Report made seven recommendations in which law enforcement agencies should embrace in promoting Technology and Social Media. As it pertains to this pillar, we concluded that there are no areas within the Orange County Sheriff's Office that require change. We advocate that the agency continues to evaluate new technologies and highlight agency successes through social media, as previously mentioned. Citizens Advisory Committee Recommendation Letter October 11, 2018 Page 3 • Pillar 4 Community Policing and Crime Reduction The President's Task Force Report made seven recommendations regarding Community Policing and Crime Reduction. We reviewed all seven recommendations and offer the following suggestion to the Orange County Sheriff's Office in improving Community Policing and Crime Reduction efforts. • Pillar 5 Recommendation 5 - Increase the number of community activities or programs in advancing more youth involvement. For example: - • . • Increase the number of sessions in the Teen Academy programs Encourage increased youth participation in the Explorer Program Increase the number of Police Athletic League opportunities Create a summer program for troubled youths in our community Training and Education The President's Task Force Report made thirteen recommendations regarding Training and Education. We reviewed all thirteen recommendations and offer the following suggestions to the Orange County Sheriff's Office in improving Training and Education. Recommendation 6 The agency should identify the appropriate supervision, management, or leadership training required for supervisors and
