ORANGE COUNTY SHERIFF'S OFFICE TRAINING BULLETIN Effective Date: December 19, 2017 Amends - New Number: 17-3 Distribution: All Personnel Review Month: July Reviewing Authority: SSD / Community Relations Subject: Special Needs Alert Bracele t Program (SNAP) This Training Bulletin e stablish es guidelines for the program known as the Orange County Sheriff’s Office Special Needs Alert Bracelet Program (OCSO -SNAP), and to coordinate the administrative and operation al components of the program. The primary objective with the OCSO - SNAP bracelet; is to be used as an aid in locating or identifying client s with Dementia/Alzheimer’s or Autism, who have a tendency to wander or have the potential to wander from caregivers. 1. Policy The OCSO -SNAP bracel et is considered to be an additional resource to enhance assistance in locating those individuals who have firm diagnoses of Dementia/Alzheimer’s or Autism, who go missing. Caregivers are informed at time of enrollment that use of the OCSO -SNAP bracelet do es not guarantee return of the client. Enrollment of clients into OCSO -SNAP does not relieve the caregiver of their responsibilities of the client under his or her care. 2. Definitions A. Caregiver - Person who is responsible for caring for the client such as a parent or other family member, legal guardian, or through contracted employment for the provision of care. B. Client - Individual that is a program member with a firm diagnosis of Dementia/Alzheimer’s Disease or Autism. C. Client Number - Identification nu mber assigned to the client at time of enrollment with the OCSO -SNAP. D. Client Profile - Documents complete d by the caregiver that contain vital information about the client enrolled in the OCSO -SNAP. This profile will be useful during search and recovery. 3. Procedure A. Program Administrator The Senior Program Crime Prevention Specialist shall serve as the program coordinator and the liaison with the caregivers, clients and agencies serving clients. The Senior Program Crime Prevention Specialist shall maintain all hardcopy records, complaints, inventory of bracelets, and maintain all computer input. 17-3, Page 2 of 3 B. Fee There is no fee associated with this program. The caregiver is obligated to return the issued bracelet at the time of withdrawal from the program. C. Enrollment 1. The Senior Program Crime Prevention Specialist shall go through the entire enrollment process with the caregiver and enter all client information in the agency’s portal. 2. Client consent form 3. Client assigned OCSO -SNAP recipient number 4. Client’s persona l information to include: identification, physical description, psychological description, and medical conditions 5. Client e xperiences 6. Client c ontacts 7. Special c aregiver/ guardian information 8. If changes occur; client updated information 9. Client withdrawa l form D. Training 1. A training module in PowerDMS will be mandatory viewing for all agency person nel. 2. An on-line test will be completed at the conclusion of the OCSO -SNAP training module. 3. Training and brochures will be distributed to all municipalities and senior related organizations throughout Orange County Florida. E. Deputies coming into contact with an indiv idual wearing a Red OCSO SNAP Bracelet shall: 1 Obtain the client number off the bracelet. 2 Check the OCSO Portal in order to confirm the client s’ identity. 3 Contact the clients ’ caregiver to determine the clients need. 17-3, Page 3 of 3 4 Assist in reuniting the client with the caregiver
