ORANGE COUNTY SHERIFF'S OFFICE GENERAL ORDER Effective Date: December 1 9, 2017  Amends - NEW Number: 2.1.3 Distribution: All Personnel Review Month: September Reviewing Authority: SSD / Community Relations Subject: Respect for the United States Flag, Pledge of Allegiance and National Anthem This order consists of the following: 1. Purpose 2. Policy 3. Procedures 1. Purpose The purpose of this policy is to establish guideli nes for showing respect for the American flag , the National Anthem and the Pledge of Allegiance . 2. Policy To represent in our community the liberty and justice provided by the Constitution of the State of Florida and the Constitution of the United States of America. The agency displays our representation of governmen t through the flags flown at our facilities and placed on our vehicles, employee’s swearing an oath, employee’s wearing a uniform , and our employees standing proudly to identify ourselves as a representation of the rights and protections our state and the national government provides. This is consistent with the National Defense Authorization Act of 2008 . 3. Procedures A. Respect to the United States Flag . The procedures listed below will be followed when the United States Flag is displayed under the following circumstances: 1. During the playing of the National Anthem 2. During the recital of the P ledge of Allegiance 3. When the flag is hois ted or lowered 4. During a ny ceremonial massing of colors a. Uniformed members will face, stand at attention and salute the flag while on or off duty. Uniformed members do not render a military salute indoors but rather a civilian salute (right hand over heart) unless the member is wearing a hat. 2.1.3, Page 2 of 5 b. Members on duty in civilian attire will place the ir right hand over the heart, or if wearing a hat will remove the hat with the right hand and hold it at the left shoulder . c. Members in the Armed Forces and veterans may render the military salute in the manner provided for individuals in uniform in accordance with law . B. National Anthem 1. Sworn m embers in uniform with flag visible a. When the National Anthem is played and the American Flag is visible all members will rise and face the flag . b. Members wearing hats shall render a military salute . c. Members not wearing hats shall face the flag and render a civilian salute (right hand over heart), unless doing so interf eres with the performance of required duties. 2. Sworn members in uniform , flag not visible a. Members wearing hats shall stand and render a military salute beginning with the first note of the music and held until the last 2.1.3, Page 3 of 5 note. b. Members not wearing hats shall stand and render a civilian salute (right hand over heart), unless doing so interferes with the performance of required duties. 3. Sworn m embers not in uniform and civilian members a. Members will stand and face the flag and render a civilian salute (right hand over heart), unless doing so interferes with the performance of required duties. b. If no flag is visible then members will stand and render a civilian salute (right hand over heart), beginning with the first note of the music and held until the last note unless doing so interferes with the performance of required duties. C. Pledge of Allegiance , ceremonies and processions: 1. Sworn Members in Uniform a. Members will rise and face the flag. b. Members wearing hats shall render a military salute. c. Members not wearing hats shall face the flag and render a civilian salute (right hand over heart), unless doi ng so interferes with the performance of required duties. 2. Sworn members not in uniform and civilian members a. Members will sta nd and face the flag and render a civilian salute (right hand over heart), unless doing so interferes with the performance of required duties. b. If no flag is visible then members will stand and render a civilian salute (right hand over heart), beginning with the first word of the pledge and held until the last word unless doing so interferes with the performance of required du ties. D. Proper position of attention and hand s alute 1. To correctly assume the position of attention: a. Bring heels together smartly on the same line. b. Turn feet out equally, forming a 45° angle. c. Keep legs straight without stiffening or locking knees. d. Hold body erect with hips level, chest lifted and arched with shoulders square and even. e. Let arms hang straight without stiffness along sides with the backs of hands outward, finger curled so that the tips of the thumbs are alongside and touching the firs t joint of the forefingers. Keep thumbs straight and along the seams of trousers with all fingers touching the legs. f. Keep head erect and hold it squarely to the front with the chin drawn in so the axis of the head and neck is vertical. Look straight to th e front. g.
