In the event that a particular type of document is not discussed in this order, the decision to release or withhold it shall be referred to the Custodian of Records of the uni t involved. The unauthorized release of records may subject the releas ing member or employee to criminal or civil liability. I. POLICY It is the policy of this Department to make public any information except that expressly exemp ted by statute from public disclosure or ex empt under Government Code section 7922.000 . Records or information, which, if released, would endanger the safety of a person involved in an investigation or would endanger the successful completion of the investigation or a related investigation shall not be r eleased. II. DEFINITIONS A. Public Records include any “writing” containing information relating to the conduct of the public's business prepared, owned, used, or retained by any state or local agency regardless of physical form or ch aracteristics. B. Police Reports are also defined as public records. However, portions of a police report which reflect the analysis or conclusion of a police officer is not public in formation. C. Writing means handwriting, type writing, printing, Photostatting , photographing, and every other means of recording upon any form of communication or representation, including letters, words, pictures, sou nds, or symbo ls, or combination th ereof, and all pape rs, maps, magnetic or paper tapes, photographic films and prints, magnetic or punched cards, discs, drums, and other documents (G.C. 7920.54 5).
