DEPARTMENTAL Effective Date GENERAL ORDER I-17 7 Sep 07 Index as: Government Emergency Telecommunications Service (GETS) Page 1 of 2 GOVERNMENT EMERGENCY TELECOMMUNICATIONS SERVICE The purpose of this order is to set forth Departmental policy and procedures for utilizing the Government Emergency Telecomm unications Service (GETS) program by Department personnel. I. GOVERNMENT EMERGENCY TELECOMMUNICATIONS SERVICE GETS is an emergency phone service provided by the Nati onal Communications System (NCS). GETS provides emergency access and priority processing in the local and long distance segments of the Public Switche d Telephone Network (PSTN). It is intended to be used in an emergency or crisis situation when the PSTN is congested and conventional me thods of making te lephone calls are unsuccessful. II. GETS POINT OF CONTACT A. The Communications Division Co mmander shall designate the Department’s point of contact. B. The GETS point of contact shall be responsible for managing the GETS program for the Department. 1. Ordering GETS cards; 2. Distributing GETS cards; 3. Tracking assignment of GETS cards; and 4. Coordinating the GETS program with the National Communications System. ASSIGNMENT OF GETS CARDS The GETS point of contact shall issue all commanders and managers GETS cards with instructions and a Persona l Identification Number (PIN). Unit commanders/managers may request additional cards for use by other personnel during an emergency incident. Re quests shall come fr om the selected personnel’s supervisor to the Departmental GETS Point of Contact. IV. USING THE GETS CARD By emergency it means when a situation occurs that will cause the telephone lines to be saturated such as 9-11 or an earthquake, hill fire or such. A. Personnel shall carry their issued GETS card at all times. B. Personnel shall not utilize the GETS card calls when some event (non- emergency) may have caused the phone lines to become temporarily congested. C. Personnel shall familiarize themselves with the procedures for placing a telephone call by reading the instructi ons included with the GETS card. D. Personnel shall periodically make pract ice calls with th e GETS card, as necessary, to ensure fa miliarity with the process of making a call. V. FISCAL RESPONSIBILTIES The Fiscal Services Division shall be res ponsible for the fiscal oversight of this program. By Order of Wayne G.
