Citizen request for Police Service after tracking a stolen electronic device
The purpose of this directive is to set forth Communication Section policy for Communications
Section personnel regarding the code, priority, and procedure for processing calls from citizens
who have tracked their stolen electronic device:
I.
COMPLAINT OPERATOR PROCEDURE
A.
Complaint Operators shall conduct a thorough interview to determine how the
electronic device was originally stolen, whether or not the caller can provide
suspect information and the original report number, if applicable. Complaint
Operators shall verify that the caller is in the vicinity of the tracked location, can
provide an EXACT address for the electronic device, and can identify the suspect
of the original crime.

If the reporting party does not have the above referenced information
readily available, the Complaint Operator shall research the CAD system
to find the report number and any available description.
The Complaint Operator shall create an incident using the code "ELEC"
and assign the appropriate priority based on the original call details.
If the caller is unable to identify the suspect and/or does not have an exact
location of the device, the call shall be created using the code "BTINFO"
and assigned as a priority 3. The calling party shall be advised that the
information will be provided to patrol officers in the area.
If the caller has not filed a report and the theft occurred in Oakland,
Complaint Operators shall stack an incident for dispatch.
If the caller has not filed a report and the theft occurred in another
jurisdiction the caller shall be referred to the appropriate agency to file a
report.
