DEPARTMENTAL GENERAL ORDER A-07: ANNUAL MANAGEMENT REPORTS Effective Date: 09 Jul 18 Coordinator: Research and Planning Section Page 1 of 3 The purpose of this policy is to provide guidance for submitting and reviewing annual calendar year information from individual functional units within the Oakland Police Department. The information shall be used to create an Oakland Police Department Annual Report for dissemination to the public. A. SCHEDULE OF ANNUAL REPORTS A - 1. Functional Units Functional units shall prepare a management report every twelve (12) months. A - 2. Research and Planni ng Research and Planning shall perform the following tasks: 1. No later than the first (1st) Friday in December, distribute a memorandum to all functional units within the Department, requesting submittal of an annual management report to their respective Div ision Commander or Manager no later than January 31 of the following year; 2. Prepare a schedule for the Chief of Police, Assistant Chief of Police, and Deputy Chiefs to meet with individual Commanders, Managers, and Supervisors to review their respective an nual management reports. These meetings shall conclude no later than June 1; 3. Compile the individual annual management reports into a single Oakland Police Department Annual Report by June 30. B. CONTENT OF ANNUAL REPORTS B - 1. Content for All Functional Units All functional unit supervisors shall submit the following: 1. A brief overview of the role/function of the unit; 2. The organizational structure of the unit; 3. Staffing of the unit, limited to the following in a single table: a. Classification of each position assigned to the unit; b. Authorized number of each position; c. Filled number of each position. 4. Significant accomplishments based on previous year’s expectations; 5. Challenges encountered; 6. Expectations for the upcoming year and how they integrate with the OPD Strategic Pla n. B - 2. Additional Content for the Internal Affairs Division In addition to the content listed in B – 1, the Internal Affairs Division shall also include: DEPARTMENTAL GENERAL ORDER A-07 Effective Date OAKLAND POLICE DEPARTMENT 09 Jul 18 Page 2 of 3 1. Total number of complaints received; 2. Findings for allegations investigated; 3. Number of civil suits filed; 4. Number of arrests of agency members; 5. Number of restraining orders filed against agency members; B - 3. Additional Content for the Bureau of Field Operations Administration Section In addition to the content listed in B – 1, the Bureau of Field Operations Administr ation Section shall also include: 1. Number of uses of force by level; 2. Number of officer -involved shootings; 3. Number of uses of force resulting in death; 4. Number of in -custody deaths. B - 4. Content for Fiscal Services Fiscal Services is responsible for submitting the following in a single table: 1. Name of each fun ctional unit and accompanying o rganizational code number; 2. Amount budgeted for each functional unit for the most recent fiscal year; 3. Amount spent (actual) for each functional unit for the most recent fiscal year; 4. Difference between budgeted and actual amount for each functional unit for the most recent fiscal year; 5. Amount of grant funds awarded. Function al Unit Supervisors should be prepared to discuss the above financial information when meeting with Executive C ommand Staff. B - 5. Content for the Personnel Section The Personnel Section is responsible for submitting the following: 1. Awards and Recognition a. The name of each Department member who received an award during the year; b. The date of the award conferred; c. The type of award conferred; d. The basis for the award conferred; e. Any other recognition received by a Department member. 2. Appointments and Promotions a. The name of each person appointed or promoted; b. The date of each appointment or promotion; c. The new classification of each person appointed or promoted. 3. Retirements a. The name of each person who has retired; b. The date of each retirement.
