Page 1 of 4 DEPARTMENTAL GENERAL ORDER A-03: ORGANIZATIONAL STRUCTURE AND RESPONSIBILITY Effective Date: 17 MAR 22 Coordinator: Research and Planning Section The organizational structure of this department is designed to create an efficient means to accomplish our mission and goals and to provide for the best possible service to the public. A. OFFICE OF THE CHIEF OF POLICE A - 1. Incorporated Units The Office of the Chief of Police consists of: 1. The immediate Office of the Chief; 2. The Assistant Chief of Police; 3. Chief of Staff; 4. Public Information Unit ; and 5. Ceasefire Division . A - 2. Responsibilities The Office of the Chief of Police is responsible for administering and managing the Oakland Police Department. A - 3. Immediate Control of Bureaus of the Oakland Police Department The Assistant Chief of Police exercises immediate control over the Ceasefire Division , Bureau of Field Operations 1, Bureau of Field Operations 2, the Bureau of Investigations, the Bureau of Services , and the Bureau of Risk Management . B. BUREAU OF FIELD OPERATIONS 1 B - 1. Command and Control The Bureau of Field Operations 1 (West) is commanded by a Deputy Chief of Police, whose primary responsibility is to provide general management direction and control for the Bureau. B - 2. Incorporated Units The Bureau of Field Operations 1 consists of: 1. Patrol Area 1; 2. Patrol Area 2; 3. Patrol Area 3; and 4. Bureau of Field Operations Administration . Command and Control The Bureau of Field Operations 2 (East) is commanded by a Deputy Chief of Police, whose primary responsibility is to provide general management direction and control for the Bureau. C - 2. Incorporated Units The Bureau of Field Operations 2 consists of: 1. Patrol Area 4; 2. Patrol Area 5; 3. Patrol Area 6; and 4. Support Operations Division. D. BUREAU OF INVESTIGATIONS D - 1. Command and Control The Bureau of Investigations is commanded by a Deputy Chief of Police, whose primar y responsibility is to provide general management direction and control for the Bureau. D - 2. Incorporated Units The Bureau of Investigations consists of: 1. Criminal Investigation Division; • Homicide Section; • Robbery & Felony Assault Section; • Special Victims Section; Youth Service , Domestic Violence , Child Exploitation & Missing Persons; • Burglary, General Crimes, Field Support, & Evidence; 2. Violent Crime Operations Center; • Crime Gun Intelligence Center; • Intelligence Unit; • Gun E -Trace Unit ; 3. Criminalistic s Division ; and 4. Crime Analysis Section . Command and Control The Bureau of Services is commanded by a Deputy Chief of Police or Deputy Director (Project Manager III), whose primary responsibility is to provide general management direction and control for the Bureau. E - 2. Incorporated Units The Bureau of Services consists of: 1. Communications Division; 2. The Human Resources Section ; 3. Fiscal Services Division ; 4. Records Division ; 5. Recruiting & Backgrounds Unit; 6. Research & Planning Section ; and 7. Police Information Technology/Fleet Unit. F. BUREAU OF RIS K MANAGEMENT E - 1. Command and Control The Bureau of Risk Management is commanded by a Deputy Chief of Police whose primary responsibility is to provide general management direction and control for the Bureau. E - 2. Incorporated Units The Bureau of Risk Management consists of: 1. Internal Affairs Division; 2. Training Division; • Professional Development & Wellness Unit; 3. Office of Internal Accountability ; • Risk Analysis Unit; • Compliance Inspection unit; • Risk Impact Unit; and • PAS Administration Unit. G. COMMAND AND CONTROL RESPONSIBILITIES F - 1. Captain / Police Services Manager II / Project Manager II The Captain or professional staff equivalent is generally responsible for a Division. F - 2. Lieutenant / Police Services Manager I The Lieutenant or professional staff equivalent is generally responsible for a Section.
