I. PURPOSE
Hazardous materials are stored and transported through our City on a daily
basis. In the event of a toxic spill or leak due to negligence, intentional act, or
a traffic or freight train accident, the successful protection of life and property
will depend largely on the initial response of emergency personnel and their
ability to correctly identify and manage such an incident.
