I. PURPOSE To establish guidelines for the investigation of incidents involving the discharge of firearms by members of the North Miami Police Department (NMPD), and to establish guidelines that shall be uniformly applied following any police shooting or in-custody death incident, in order to minimize the chance that officers will suffer from the negative emotional and psychological reactions that can occur after the use of deadly force. The Florida Department of Law Enforcement (FDLE) will investigate contact shootings and in-custody deaths, as established in the Memorandum of Understanding ‘A’). CFA (Attachment 15.21
