MOUNTA IN VIEW POLICE DEPAR TMENT OPERATIONAL SERV ICES UNIT TRAINING AND INFORMATION BULLETIN PAGE 1 OF 3 CONFIDENTIA L • FOR LAW ENFORCEMEN T USE ONLY 2023 DATE: April 17, 2023 BULLETIN NUMBER: 23-04 SUBJECT: Patrol Response to In -progress Sideshows INFORMATION: The tactics and plans in this Training Bulletin are not for pre -planned Sideshow enforcement events or for when informatio n is received prior to the Sideshow setting up at a location . Sideshows are organized takeovers of city streets for the purposes of performing car stunts and other illegal activity . PRIOR TO ARRIVAL: • Meet at a predetermined location out of sight of the S ideshow • Minimum is 2 patrol cars with a supervisor vehicle trailing • Consider sending a drone • Supervisor should inquire if air support is available, dependent on crowd size • Quickly assemble your cars to drive in a line together that will not allow other vehicles to drive between you, the supervisor will quickly assign numbers to each officer and that will be their position in the line • The Supervisor will drive behind the line and be the primary for radio traffic • The patrol car on the farthest left of the for mation sets the speed (shoul d be less than 10 MPH) and all other vehicles will mark their position in the line off the patrol car on their left • As soon as you turn down the street that intersects with the Sideshow, eve ry vehicle will turn on lights and sir ens • Maintain your lane discipline and stay together PRIMARY TACTICS : • Units will drive side by side, wi th lights and sirens activated, to try and fully block the roadway with the supervisor trailing behind the formation • Units should be driven so no gaps ex ist large enough for a vehicle to dri ve between them • The supervisor is the primary radio communicator for the team, non -emergency radio traffic by other involved units should be kept to a minimum MOUNTA IN VIEW POLICE DEPAR TMENT OPERATIONAL SERV ICES UNIT TRAINING AND INFORMATION BULLETIN PAGE 2 OF 3 CONFIDENTIA L • FOR LAW ENFORCEMEN T USE ONLY 2023 • Officer worn cameras must be on for the entire movement, cal ling out plates and suspect descriptions on camera instead of over the radio for follow -up information • Emergency descriptions for issues that need to be addressed immediately can go out over the radio SECONDARY RESPONSIBILITES : • Report damage done in and a round the intersection to the proper city department or property owner • Gather evidence to support follow -up criminal investigations or vehicle impoundments • Only consider enforcement action after the crowd has dispersed and sufficient units are available to conduct the enforcement safely MULTIPLE INTERSE CTION APPROACH: • For a multiple intersection approach to be utilized, there sho uld be no fewer than 3 patrol units and a supervisor / designated o fficer available for each team • At no time will more than two t eams b e utilized to approach the Sideshow. There must always be egress points for the crowds to exit the area • Teams will be named by their direction of travel (Nort hbound, Eastbound, Southbound, or Westbound) • For two team approaches, teams must always app roach from adjacent directions (Southbound & Eastbound or Northbound and Westbound, etc.) and never approach the intersection head on with another team • Supervisor and supervisor /designated o fficer will be the primary radio contacts and are responsible for their team ’s direction, speed, line -up and uniformed approach with the other team • The goal remains the same, disperse the crowd and regain control of the intersection RULES AND GOALS: • Never approach an active Sideshow as a solo officer, identify a briefi ng location and wait for enough officers to arrive before approaching the Sideshow • Maintain team discipline throu ghout the incident • Regain control of the intersection in a planned and controlled manner • Being outnumbered by hostile actors in a crowd is dang erous, so e very decision should be made with officer safety in mind, most likely there will be guns in the crowd MOUNTA IN VIEW POLICE DEPAR TMENT OPERATIONAL SERV ICES UNIT TRAINING AND INFORMATION BULLETIN PAGE 3 OF 3 CONFIDENTIA L • FOR LAW ENFORCEMEN T USE ONLY 2023 • Maintain distance from the crowd and stay together, this w ill lessen the opportunities for large groups to confront you in close quarters where they have the advantage • If outside agency assistance is requested be sure they are aware of which direct ion(s) they should approach from • Safety for yourself and the community is the primary goal, enforcement can be achieved through follow -up investigation s • Disperse the crowd and regain control of the intersection • Retreating and reorganization is always a viable option if the crowd becomes uncontrollable Prepared by: Lt.
