Daniel Time allotment and breakdown 0900-0930- Safety brief and weapons checks 0930-1000- Overview lecture on priorities of work (PP on big screen of CP) 1000-1430- Stations training (3 stations 90 min each) A. Stairways C. Station 3 RTF control i. Establishing perimeter control ii. Creating corridor teams iii. Trauma care Active Shooter Response Training 10 hour LUNCH 1430-1530 VI. Scenarios- The training group has been divided into 3. Rotate which group responds first. For the contact group release 2 officers every 30 seconds. For the second group release them half and half, 1 minute apart. 2 minutes later release the entire third group. GOALS OF SCENARIO TRAINING: The primary goal of the training scenario is to reinforce the rapid response to stopping the shooters, then transition quickly into a rescue phase which includes securing the scene to allow RTF resources into the problem. As additional officers arrive, a perimeter is formed. Warm areas are given a secondary search and the area is declared cold. In the interest of time limit the debrief to highlights. Address significant mistakes directly with the student Scenario 1. Multiple callers report a shooter has entered the Google building at 1700 Seaport Blvd. GSOC locked down the building and front door requires breaching. The shooter was last seen on the second floor shooting into offices at random Scenario 2. One caller reported a man with a gun walking into the office at MV High. Text 911 has received numerous texts reporting shots fired in the cafeteria. No caller has answered Comm's questions on text. Officers arrive and encounter students fleeing the building. Scenario 3. Caller reports two shooters entered the lobby of Google and started shooting employees. They are armed with rifles and are working together. Active Shooter Response Training 10 hour ACTIVE SHOOTER TRAINING OUTLINE LECTURE Prevention/ pre event indicators 1. Triggering event 2. Social media posts 3. Threats 4. Recent events and trends Active Shooter Event response 1. Priorities of work a. Stop the killing b. Stop the dying c. Secure the scene 0) Initial reaction a) Do you know where this is occurring? Room, area of campus etc. b) Do you have your equipment? Soft body armor, Helmet, plate carrier, AR, IFAC, light c) Are you recognizable as LEO? d) Who else is responding and what is a likely eta? e) What are my capabilities? What are you seeing? Where are people directing you? g) Don't park blocking others Practical exercise: Put on gear from the car, make contact with other units arriving. Repeat again to increase speed of response. Should be under minute. Check radio, camera, handcuffs, med kit 1) Stop the killing- Dynamic searching a) find and stop the shooter if the location or area is known, use ears and eyes b) post corners, stay off the edge c) Breaching d) If you locate the shooter, give commands if practical e) If the shooters location is unknown and no shots are heard, start directing resources in that direction f) If you are the only unit there, stay security! g) Make sure you are shooting the correct target Practical exercise: Move through the building conducting a dynamic search for the shooter. 1.
