DEFENSIVE TACTICS IN HOUSE TRAINING Written by S. Thomas The course will provide the trainee with Arrest and Control training The trainee will develop the necessary tactical knowledge and skills to safely and effectively arrest and control a suspect. The course consists of a hands-on/practical skills arrest and control training for in-service officers. The training may be presented in a 4, 6, 8, 10, or 18 hour format allowing for flexibility based upon specific agency or trainee group needs, and as long as the minimum topics are contained within each format independently. ARREST AND CONTROL Topics/Exercises: Class Exercises/Student Evaluation/Testing Equipment/Restraint device(s) use -in exercise(s) Verbal commands -in exercise(s) Use of Force considerations Body Physics & Dynamics (suspects response to force) Body balance/stance/movement patterns -in exercise(s) Policies and legal issues COURSE OBJECTIVES: The trainee will: Demonstrate knowledge of their individual Department Arrest and Control Policy. Demonstrate knowledge of the importance of mental and physical conditioning as it relates to effective arrest and control techniques. Demonstrate a minimum standard of arrest and control skills with every technique and exercise, to include: Judgment and Decision Making Officer Safety Body Balance, Stance and Movement Searching/Handcuffing Techniques Control Holds/Takedowns De-escalation, Verbal Commands Effectiveness under Stress Conditions Minimum standards of performance shall be tested by an instructor observing the trainee during their performance of each technique and exercise. If the trainee does not meet minimum standards, as established by the presenter, remediation will be provided until the standard is met. 1 EXPANDED COURSE OUTLINE REGISTRATION AND ORIENTATION Introduction, Registration and Orientation Course Objectives/Overview, Exercises, Evaluation/Testing SAFETY ORIENTATION AND WARM-UP Review of Safety Policies and injury precautions Students will participate in warm-up/stretching exercises Tactical Principles Estimated 45 min Stance Contact/cover Positioning Gun side considerations Situational awareness (WIN) Mental rehearsal Deadly force vs. assaults Handcuffing/Standing Position Estimated 3 hours Utilized for low to moderate risk arrest This technique only slightly restricts the suspect's mobility Pre contact concerns Nearest cover Hands Weapons (hidden or accessible) • Back drop environmental hazards • Escape routes associates Demonstration Stance Bladed stance Field Interrogation position Officer hands up to protect face 2 Verbal Commands . "Mountain View Police" "You are under arrest" "Turn around and face away from me" "Spread your legs" • "Point your toes outward" • "Place your hands behind your back" 'Look to the right" or left • "Don't move" Handcuff Manipulation Weak hand overhand grip Single strand positioning Key hole positioning Approach 45 degree angle approach Shuffle step movement Hands up to protect the face Control Hold Weak hand touch to suspect's tricep Twist lock grasp to the suspect's hand Application Apply the outside handcuff to the suspect's wrist Grasp the finger tips to the suspect's other hand Apply the second handcuff Double lock before transporting the suspect Practice handcuffing 3 times from right and left side Handcuffing/ Kneeing Position Lecture: Utilized for moderate to high risk arrest This technique restricts the suspect's mobility Generally the approach is made with a cover officer If the suspect resists the officer has the option to engage or disengage Although the prone position mobility is less than that of a kneeling position, we can move the suspect back to us and remain in a covered position. 3 Demonstration Stance Bladed stance Utilize cover if available Lethal cover at a low ready position Verbal Commands "Mountain View Police" "You are under arrest" "Put your hands up" "Turn around and face away from me" "Keep your hands up" "Slowly drop down to your knees" "Place your hands behind your back" "Look to the right" "Don't move" Handcuff Manipulation Weak hand overhand grip Single strand positioning Key hole positioning Approach 45 degree angle approach Shuffle step movement Hands up Cover officer should be shoulder to shoulder with the cuffing officer if moving, stacked if cuffing from behind cover Control Hold "Raise your left/right arm' Apply the outside handcuff to the suspect's wrist Grasp the finger tips to the suspect's other hand Apply the second handcuff Twist lock grasp to the suspect's hand Practice handcuffing 3 times from right and left side Handcuffing/ Prone Position Positioning Bladed stance Usually firearm in a low ready position Ideally behind cover Move the suspect to a location advantageous to us if practical 4 Verbal Commands "Mountain View Police" "You are under arrest" "Put your hands up" "Turn around and face away from me" "Keep your hands up" "Slowly drop down to your knees" "Put your hands on the ground in front of you" "Slide back onto your stomach" "Put your arms out to your side like an airplane" "Turn your palms up" "Look to the right" "Don't move" Confirmed Armed suspect Evaluate from a position of cover (Distance=Safety) Don't bring them back to you, we will go to them Freeze the situation if possible until adequate resources
