1033.1 PURPOSE AND SCOPE
The purpose of this policy is to establish procedures and responsibilities for individuals using the
City Sleeping Quarters available to the Department.
The City has provided a location designated for off-duty Department personnel to sleep or rest
following extended working hours, a court appearance or other work-related activities making it
difficult for personnel to return to their home to sleep. This program will assist officers to better
utilize their professional and personal time, mutually benefiting the officer and Department.
1033.2 DEFINITIONS
The use of standardized definitions will aid in our ability to effectively describe the purpose of
specific areas.
Sleeping Quarters - The location designated for the purpose of sleeping and/or resting.
Common Area - The area designated within each Sleeping Quarters for activities other than
sleeping. This includes rest rooms, kitchen and sitting areas.
Conference/Day Room Area - The area designated for professional activities and/or common
activities.
1033.3 TRAINING
Personnel must read and understand this policy before they are authorized to use the Sleeping
Quarters.
1033.4 PROCEDURE
The following procedures apply to the use of the Sleeping Quarters, Common Areas and Day
Room Areas.
1033.4.1 SLEEPING QUARTERS
There are separate Sleeping Quarters for men and women. Sleeping Quarters shall only be
accessible to the gender designated for the specific building.
Personnel who wish to utilize the area designated for sleeping shall adhere to the following
procedure:
(a)Advise Communications when they arrive and leave the facility.
(b)Proceed to the designated area, gaining access with the use of their Department-
issued key.
(c)Utilize any available bed in the appropriate male or female Sleeping Quarters.
(d)Leave the facility in the same or better condition as found.

DepartmentSleeping Quarters Policy - 2(e)Report any repair or maintenance issue to the Department's Executive Assistant.
A use log for the Sleeping Quarters shall be maintained in Communications.
Communications personnel shall ensure the use log is completed appropriately.
Although Sleeping Quarters suggest that personnel may be in various stages of undress,
personnel shall remain modestly clothed while using the facility.
Department personnel without authorization or others shall not enter the Sleeping Quarters to visit
or communicate with authorized personnel using the facility.
The Sleeping Quarters is a City facility and as such, all City and Police Department rules apply.
Personnel shall be particularly courteous of others using the facility and adhere to behavior
commensurate to Policy § 340 Discipline/Conduct.
Facilities issues should be reported to the Chief's Administrative Assistant.
1033.4.2 COMMON AREA
The procedures listed previously for the Sleeping Quarters shall apply to the Common Area.
The Common Area within each Sleeping Quarters shall be used for casual activity other than
sleeping. This may include resting, reading and other quiet activities. This shall not include use of
any audio or video device, exercise or other activity likely to be disruptive to individuals sleeping.
Light cooking (microwave) is permitted with cleanup required.
Because this area is immediately adjacent to the sleeping areas, personnel shall be extremely
considerate of those sleeping.
1033.4.3 CONFERENCE/DAY ROOM AREA
The procedures listed previously for the Sleeping Quarters shall apply to the Conference/Day
Room Area. Both men and women may use the Conference/Day Room Area at the same time.
This area is in a separate building from the Sleeping Quarters and Common Areas. It is designated
for professional and common use. Professional use may include meetings, training and other
Department-approved activities. Common use may include use of audio and video devices and
other appropriate leisure activities. Professional use of the Conference/Day Room Area will have
priority over common use.
With supervisory approval, the Conference/ Day Room Area may be used by on-duty personnel for
Department-approved activities such as meetings and training. These activities shall be scheduled
through Police Administration.
1033.5 GENERAL RULES
(a)The Conference/Day Room Area shall not be used by on-duty personnel for meals,
breaks, report writing or other routine matters.
(b)The use of alcohol shall not be permitted in any part of the facility or adjacent areas.

DepartmentSleeping Quarters Policy - 3(c)Smoking shall not be permitted within any part of the facility.
(d)The storage of food, clothing, bedding, or other personal items shall not be permitted
in any part of the facility beyond the duration of its immediate use.
(e)The facility shall not be used by anyone other than Police or Fire Department personnel
without the permission of the Chief of Police.
(f)Personnel using the facility shall ensure that all utilities have been turned off, and
doors and windows secured upon leaving the facility.
1033.6 POLICE SERVICE DOG HANDLER AND POLICE SERVICE DOG USE
Due to the Police Service Dog Handlers work schedules there is a likelihood that more than one
canine handler and police canine may need to utilize the Sleeping Quarters facility. The use of
