1027.1 PURPOSE/POLICY
Specialty positions have a specific length of assignment, and are a full-time responsibility.
Collateral assignments are in addition to the member's regular duties, and have no specific length
of assignment. A current list of specialty positions and collateral assignments are maintained by
the Operational Services Unit.
It is Department policy to fill specialty and collateral assignments in ways that are fair and beneficial
to employees in terms of interest and career development, while at the same time meeting the
needs of the Department and the community. Considering these factors, candidates deemed to
be the best qualified for assignments will be selected to fill these positions.
Employees who promote while assigned to a specialty position will rotate to their new assignment.
Employees who promote while holding a collateral assignment may be required to leave the
collateral assignment, depending upon the assignment needs of the Department and staff review.
This directive does not apply to Police managers and supervisors. The Police Chief assigns these
employees to their positions.
1027.2 QUALIFICATIONS
Qualifications will be specified at the time of announcement, and will be based on the nature of
the position or assignment. Employees must be of permanent status at time of appointment, or if
a lateral hire, must have at least twelve (12) months of employment.
1027.3 SELECTION PROCESS
When a specialty position or collateral assignment becomes available, the supervisor or manager
responsible for the assignment will create an announcement which will be e-mailed to all personnel
and posted on bulletin boards at least two weeks prior to the application closing date.
The notice will include:
(a)Minimum requirements for the specialty position or collateral assignment.
(b)Identify the criteria for selection, focusing on specific and objective skills and abilities
required for the position.
(c)Procedures to be followed in the selection process.
Selections for specialty positions and collateral assignments will be based on any or all of the
following factors:
•Last two annual performance evaluations.
•Input from supervisors, which must be submitted in writing (e-mail or memo) to the
supervisor or manager directing the application/selection process, and which must
focus on criteria for selection to the assignment.

•Department and/or community needs.
•Relevant tests (if applicable).
1027.3.1 SPECIALTY POSITION AND COLLATERAL ASSIGNMENT REMOVAL
A member may be removed from a specialty position or collateral assignment for:
(a)Unacceptable performance.
(b)Disciplinary action resulting from a sustained internal affairs complaint.
(c)Elimination of the assigned position.
(d)Reassignment due to staffing or other extraordinary needs.
(e)Promotion.
1027.4 SPECIALTY POSITIONS AND TERMS
Assignments are for a two year period, with a two-year extension option. Exceptions include task
force positions, for which the term is defined at the time of announcement. Most assignments
involve an option period, which means that a member may request additional time in the
assignment. To request this option, members must request to do so at least 90 days prior to
the expiration of the assignment. The involved Division Captain must approve the extension and
notice the extension to the Department.
