Published with permission by Mountain View Police DepartmentPromotional Policy - 1Promotional Policy 1003.1 PURPOSE AND SCOPE The purpose of this policy is to establish required and desirable qualifications for promotion within the ranks of the Mountain View Police Department. 1003.1.1 GENERAL REQUIREMENTS The following conditions will be used in evaluating a member of the Mountain View Police Department for promotion. (a)Presents a professional, neat appearance; (b)The member maintains a physical condition, which aids in their performance; (c)Demonstrates: 1.Emotional stability and maturity; 2.Sound judgment and decision making; 3.Personal integrity; 4.Honesty; 5.Leadership; 6.Initiative; 7.Ability to confront and/or deal with issues both positive and/or negative; 8.Ability to conform to organizational goals and objectives. 1003.1.2 PROMOTIONAL ANNOUNCEMENTS Promotional job announcements shall be published in the Department newsletter, verbally announced at briefings and Department meetings, and prominently posted throughout the Department in accordance with City policy or Memorandums of Understanding prior to the application closing date. Written job announcements shall include the type of promotional opportunity (open or closed); the position title and its responsibilities; the salary; the minimum knowledge and skills for the position; minimum qualifications; special licenses required; working conditions; the application procedure to include a closing date; and the selection process. 1003.2 SELECTION PROCESS Depending on the position, the Police Chief may implement a selection process that includes any or all of the following: written test, written assignment, resume review, oral board interview, assessment center, staff input, Chief's interview and/or other performance measuring instruments. Applicants will be provided a study guide or reading list within a reasonable amount of time before the selection process. The selection process will be nondiscriminatory and based on job-related performance dimensions. 1003.2.1 WRITTEN TEST If administered, the written test will be developed to encompass the skills and knowledge required for the position. The test should be validated through certification or by a professional personnel specialist. The Police Chief shall determine appropriate passing scores and numerical rankings, if any. Any criteria will be specified in the job announcement. 1003.2.2 WRITTEN ASSIGNMENT If administered, the written assignment will be due at the time of application. The Police Chief will review the assignment as one dimension to evaluate the promotional potential of a candidate. The essay will not be graded, ranked or scored. 1003.2.3 RESUME REVIEW If administered, the resume review will require a resume be submitted at the time of the application. The Police Chief will review the resume as one dimension to evaluate the promotional potential of a candidate. The resume will not be graded, ranked or scored. 1003.2.4 ORAL BOARD INTERVIEW If administered, the oral board will consist of a panel of interviewers, selected and approved by the Police Chief. All questions will be developed to measure traits significant to the promotional position and consistent with the knowledge, skills and qualifications described in the job announcement. The Police Chief shall determine appropriate passing scores and numerical rankings, if any. Any criteria will be specified in the job announcement. 1003.2.5 ASSESSMENT CENTER If administered, the assessment center will be developed to encompass the skills and knowledge required for the position. The Police Chief shall determine appropriate passing scores and numerical rankings, if any. 1003.2.6 STAFF INPUT The Police Chief may seek input from staff. Staff includes personnel who are at the rank of the candidate's immediate supervisor and above. 1003.2.7 POLICE CHIEF'S INTERVIEW The Police Chief's interview is the final selection process prior to any promotion. This shall be an oral interview consisting of questions measuring the candidate's skills, knowledge and abilities for the position. Published with permission by Mountain View Police DepartmentPromotional Policy - 31003.3 ELIGIBILITY LIST Upon completion of the examination process, the scored dimensions will be used to establish an eligibility list. 1003.4 PROBATIONARY PERIOD As required by City policy, all promotional appointees will complete a probationary period of up to twelve (12) months. 1003.5 PROCESS REVIEW Candidates will be afforded the ability to receive feedback on the results of the selection process. This will be done through the office of the Chief of Police. Candidates may request to review examination documents by making a written request to the Employee Services Department within five (5) business days from the date of the results.
